It is subject to a different legal regime than for providers who deliver market healthcare. Slovenian Constitution distinguishes provision of healthcare from public and private funds. The problem is that we have not been able to agree on such network yet. It must be based on the health needs of the population and not the ability (desire) of individual providers. Integration into the network occurs with the conclusion of a contract with the Health Insurance Institute of Slovenia (ZZZS), not with the granting of a concession. In addition to the general conditions, providers in the public network must also meet special conditions. These can include admission, staff employed for the full implementation (including complications) of the undivided programme, competence and education about the public network, departments of good quality can be rewarded and patients informed, separate accounts must be kept, emphasised are solidarity and non-profitability (considering the nature of activity, not legal form). Payment models need to be updated</dc:description><dc:description xml:lang="sl">V mreži javne zdravstvene službe delujejo izvajalci zdravstvene dejavnosti, ki so vključeni v oskrbo obvezno zdravstveno zavarovanih oseb. Zanjo velja drugačen pravni režim kot pri izvajalcih, ki zdravstveno dejavnost opravljajo tržno. Zagotavljanje zdravstvenega varstva iz javnih in iz zasebnih sredstev loči že naša Ustava. Težava je, ker nam mreže še ni uspelo oblikovati. Izhajati mora iz zdravstvenih potreb prebivalstva in ne zmožnosti (želja) posameznih izvajalcev. Vključitev v mrežo ne nastopi s podelitvijo koncesije, temveč šele s sklenitvijo pogodbe z ZZZS. Poleg splošnih morajo izvajalci v mreži izpolnjevati tudi posebne pogoje. Med njimi so lahko pripustitev, zaposleno osebje za celotno izvedbo (vključno z zapleti) nedrobljenega programa, usposobljenost in izobraženost o mreži, nagrajevati je mogoče kakovostne oddelke, o čemer so pacienti obveščeni, voditi morajo ločene izkaze, prevladujeta solidarnost in nedobičkonosnost (upoštevaje naravo opravljanja dejavnosti, ne pravne oblike).
