The city was facing social problems and a lack of housing. The limited city budget, the currency swap, and the inflation severely affected the realization of major projects. Thus, due to the poor financial situation in the municipality, the mayor could only undertake the most urgent investments. The city was in the process of renovation. It acquired new sidewalks, roads, and sewers. The electrification of the city had intensified. Z novim županom se je začelo novo obdobje: obdobje občinskih volitev in različnih županov, ki so zaznamovali medvojno obdobje v mestu. Mesto se je v tem obdobju soočalo s številnimi gospodarskimi, socialnimi, kulturnimi in narodno-političnimi problemi. Vse to je vplivalo na gospodarstvo mesta, komunalni razvoj in seveda tudi na kulturni razvoj. Nadaljevala se je slovenizacija mesta. Mesto se je soočalo s socialnimi problemi in pomanjkanjem stanovanj. Okrnjen mestni proračun, menjava valute, inflacija so močno vplivali na realizacijo večjih projektov. Tako se je župan zaradi slabega finančnega stanja v občini lahko lotil le najnujnejših investicij. Mesto se je obnavljalo. Dobilo je nove pločnike, ceste in kanalizacijo. Pospešeno se je elektrificiralo.
