The act introduced radical changes regarding old-age entitlement by prescribing more severe entitlement conditions: the rise of retirement age and pension qualifying periods, the introduction of pension qualifying period without purchased years and gradual derogation from the old-age pension based on minimum 20 years of pension qualifying periods. There are still some concessions possible towards lowering the retirement age, yet they are regulated differently than in the ZPIZ-1 Act. As to old-age assessment, a gradual prolongation of the period relevant for pension assessment, from 18 to 24 years; a new way how to determine indexation coefficients, averting of the trend of unfavourable valuation of pension qualifying years, the introduction of net assessment percentages, more favourable valuation of the pension qualifying period without purchased years and a possibility to qualify for 20 per cent of a pension already during employment have been introduced"},{"@xml:lang":"sl","#text":"V prispevku avtor po sprejetju in s 1.1.2013 tudi uveljavitvi novega reformnega zakona o pokojninskem in invalidskem zavarovanju (ZPIZ-2) podaja bistvene novosti, ki jih ta prinaša pri pravici do starostne pokojnine. Zakon je korenito posegel v pravico do starostne pokojnine s strožjimi pogoji za pridobitev: z dvigom upokojitvene starosti in pokojninske dobe, uvedbo pokojninske dobe brez dokupa in postopno ukinitvijo starostne pokojnine z najmanj 20 leti pokojninske dobe. Še vedno so možne olajšave za znižanje starostne meje, a so urejene drugače kot z ZPIZ-1.
