The proposed amendments apply to accrual rates, a modified regulation as to double status and a gradual increase of the retirement age with at least 15 years of pension qualifying periods from 65 to 67 years. It is difficult to predict exactly when and to what extent the proposed amendments will take effect. Yet it is already clear that the changes related to accrual rates should take effect by 1 January 2020; otherwise the accrual rate for women, e.g. for 40 years of pension qualifying years would decrease from the present 63.5 to 61.5, as provided for in the current provision in Article 37 of the ZPIZ-2. If it can be established that the positions of social partners and the government do not diverge much regarding the change of accrual rate, that, however, cannot be claimed as to the regulation regarding double status and the increase of the retirement age</dc:description><dc:description xml:lang="sl">V prispevku so obravnavane predvidene spremembe ZPIZ-2, ki jih je v mesecu marcu predstavilo Ministrstvo za delo, družino, socialne zadeve in enake možnosti. Predstavljene spremembe se nanašajo na področje odmernih odstotkov, drugačna ureditev dvojnega statusa in postopen dvig upokojitvene starosti za najmanj 15 let zavarovalne dobe iz 65 na 67 let. Kdaj in v kakšni obliki bodo začele veljati predlagane oziroma predstavljene spremembe je še težko napovedati. Jasno pa je, da morajo spremembe v zvezi z odmernim odstotkom začeti veljati s 1.1.2020, ker bi v nasprotnem primeru prišlo do znižanja odmernega odstotka za ženske, npr. za 40 let pokojninske dobe iz sedanjih 63,5 na 61,5, ker je tako določeno v sedaj veljavni določbi 37. člena ZPIZ-2.
