Whereasin the private sector the key to measuring success is profitability, other instruments for maximising effects must be found for the public sector, an important part of which consists of research activities. The authors suggest the concept of an \"invisible hand\" of the public as an instrument for achieving effectiveness. In order for it to work, the main prerequisite is theprovision of transparency on all levels of the system. The article describes a case study of the Slovenian Research Agency (ARRS) as an example of best practice of an integrated transparency provision in the field of science funding in Slovenia"},{"@xml:lang":"sl","#text":"Prispevek obravnava dilemo, s katero se srečujejo praktično vsi sistemi financiranja znanstvenoraziskovalnega dela, namreč kako zagotoviti kar največjo kakovost raziskovalnega dela, dobro razmerje med vlženimi sredstvi inkončnim rezultatom. Za razliko od zasebnega sektorja, kjer je ključno merilouspešnosti dobičkonosnost, je v javnem sektorju, katerega pomemben del je tudi raziskovalna dejavnost, treba najti druge mehanizme za maksimiranje učinkov. Avtorja kot instrument za doseganje učinkovitosti predlagata koncept \"nevidne roke javnosti\". Osnovni pogoj za njegovo delovanje je zagotavljanje transparentnosti na vseh ravneh obravnavanega sistema.
