Owing to the successes of Western Allies, first in northern Africa and then in the Italian peninsula, the Partisan leadership launched preparations for the Italian surrender, at the same time hoping for a quick end to the war. Even before the Italian surrender, it thus increased the number of operational units, especially in Primorska and Dolenjska, and made the first major but ultimately unsuccessful incursion into Slavia Friulana to encourage resistance among the Slovenian minority in Italy. The Italian surrender led to the strengthening of the Partisan army with new personnel, arms and military equipment, but the arrival of German occupying forces showed that the newly established Partisan units were mostly incapable of acting against a more experienced enemy. New units brought to Slovenia by the Germans were able to secure the most important transport corridors, towns and villages. Due to poor tactics, the Partisan army suffered heavy losses, so it underwent a reorganisation, establishing a structure that would then remain almost unchanged until the end of the Second World War. Still, the Slovenian Partisan army showedit was able to successfully resist the enemy’s attempts to destroy it while simultaneously conducting major operations against enemy forces or outposts.
