The study presents the analyses of the resources of values, which arise from the highest legal acts. It presents the information how these values determine the frames of the possible developments of the legal branches in question. The main conclusion is - that the values if respected, provide the legal branches with the relative independence from the politic pragmatism. In the focus of the analyses are the basic provisions of the Slovenian Constitution, which have the essential role for the development and the implementation of the employment and social law regulations as well as the other regulations of the Constitution, chosen regulations find in comparative law and comparative constitutional lawČlanek obravnava razmerje med izzivi razvoja sodobnih držav ter možnostmi odzivov delovnega in socialnega prava na te izzive. Analizira vire vrednot, ki so vsebina najvišjih pravnih aktov in ugotavlja, kako te vrednote določajo okvire razvoja pravnih vej. Glavna ugotovitev je, da upoštevanje teh okvirov daje razvoju pravnih vej relativno samostojnost v razmerju do političnega pragmatizma.
