Communication from the Commission - Guidance on the participation of third-country bidders and goods in the procurement market - interprets EU policy on third-country access in public procurement and applicable rules of directives on these issues. The Guidance does not have its own binding power, but the Intervention Act (IZOOPIZG) obliges authorities to follow the Guidance when submitting important investments.
