Within this group, a subgroup was tasked with preparing technical starting points. It prepared the material based on professional sources, guidelines, resolutions, national programs, previous analyzes and its own experience in the field of quality assurance of laboratory work. Medical biochemistry is performed at all three levels of the health care syszem and constitutes the largest part of laboratory medicine. It also includes genetics, laboratory hematology, immunology, and other areas. It is subject to partial self-regulation through the authority of the Chamber of Laboratory Medicine. Two activities are important for the quality of services and patient safety: the work permit according to the By-law on the conditions that laboratories in the field of laboratory medicine must meet, and the acquired Standard of equivalence of education and specialist training with the European curriculum (Syllabus for post-graduate training in clinical chemistry and laboratory medicine). The subgroup identified 6 deficiencies in the starting points for the preparation of the network and proposed measures, such as the arrangement of code books and records, as they are deficient, inadequate and even incorrect as far as the staff in the laboratories are concerned. After the document was handed over to the Ministry, the activities of the working group were stopped, and the use of the elaborated material, which is still relevant five years later in the health reform discussions, was not found in the health policy measures"},{"@xml:lang":"sl","#text":"Ministrstvo za zdravje je 2017. imenovalo delovno skupino za pripravo mreže laboratorijske dejavnosti s področja medicinske biokemije v skladu z Resolucijo Nacionalnega programa zdravstvenega varstva do leta 2025. Znotraj te skupine je bila imenovana podskupina za pripravo strokovnih izhodišč. Gradivo je pripravila na osnovi strokovnih virov, smernic, resolucij, nacionalnih programov, preteklih analiz in lastnih izkušenj na področju zagotavljanja kakovosti laboratorijskega dela. Medicinska biokemija se izvaja na vseh treh ravneh zdravstvene dejavnosti in predstavlja največji del laboratorijske medicine. Obsega tudi genetiko, laboratorijsko hematologijo, imunologijo in druga področja. Skozi pooblastila Zbornice laboratorijske medicine ima delno samoregulacijo. Za kakovost storitev in varnost pacientov sta pomembni dve aktivnosti: dovoljenja za delo po Pravilniku o pogojih, ki jih morajo izpolnjevati laboratoriji na področju laboratorijske medicine in pridobljeni Standard ekvivalentnosti izobraževanja in specialističnega usposabljanja z evropskim učnim načrtom (Syllabus for post-graduate training in clinical chemistry and laboratory medicine). Podskupina je v izhodiščih za pripravo mreže prepoznala 6 pomanjkljivosti in predlagala ukrepe, npr. ureditev šifrantov in evidenc, saj so pomanjkljive, neustrezne in celo napačne glede zaposlenih v laboratorijih.
