There are several proposals for protocols of electronic service proposed in the scientific literature, but they do not meet all the requirements set forth by the regulations for the electronic service in official procedures and are usually not defined in sufficient detail to allow for direct implementation. We have concluded systematic study of regulations for electronic service in the Republic of Slovenia from technical and functional point of view and identified requirements for electronic protocol service compliant with regulations using abstraction and consolidation. Using concretization we have proposed a protocol for certified electronic mail that builds on existing protocols and knowledge and works with existing infrastructure for the exchange of electronic mail, ensuring requirements defined by the rules for electronic service. The proposed protocol was validated and empirically confirmed as feasible in the form it was designed. We have discovered that protocols requiring reliable delivery of the message sent receipt have to be based on a trusted third party and consequently proposed definition for a fair off-line protocol for electronic service. After a detailed analysis, we found that existing protocols for electronic service in the Republic of Slovenia do not provide a fair off-line electronic service because delivery of the message sent receipt is not reliable and suggested a simple solution that eliminates the deficiency"},{"@xml:lang":"sl","#text":"Pošteno celovito elektronsko vročanje je osnova za varno elektronsko poslovanje, kadar pošiljatelj in naslovnik potrebujeta zanesljive dokaze o poteku vročitve. V znanstveni literaturi je bilo izdelanih več predlogov protokolov elektronskega vročanja, vendar ne izpolnjujejo vseh zahtev, določenih s predpisi za elektronsko vročanje v uradnih postopkih in praviloma niso dovolj podrobno definirani, da bi omogočali neposredno implementacijo. Sistematično smo s tehnično-funkcionalnega vidika raziskali predpise za elektronsko vročanje v Republiki Sloveniji in identificirali ter z abstrakcijo konsolidirali zahteve za protokol elektronskega vročanja, skladne s predpisi. S konkretizacijo smo zasnovali protokol elektronskega vročanja, ki nadgrajuje obstoječe protokole in spoznanja tako, da deluje z obstoječo infrastrukturo za prenos elektronske pošte in pri tem zagotavlja značilnosti, ki jih določajo predpisi za elektronsko vročanje. Predlagani protokol smo validirali in empirično potrdili, da je izvedljiv v obliki, kot je bil zasnovan. Odkrili smo zakonitost, ki omejuje protokole z zahtevo po potrdilu o poslanem sporočilu na protokole, ki temeljijo na zaupanja vredni tretji stranki in zasnovali definicijo poštenega odklopljenega protokola za elektronsko vročanje.
