Smernice so namenjene opolnomočenju mladinskih delavcev, gledaliških pedagogov, mentorjev, učiteljev in drugih strokovnjakov za ustvarjanje vključujočih (gledaliških) aktivnosti, ki spodbujajo celostni razvoj mladih. Ciljna skupina so mladi iz raznolikih okolij, vključno s tistimi iz socialno prikrajšanih okolij (npr. zaradi revščine, rase, vere, etničnega porekla, spola, spolne usmerjenosti, gibalne oviranosti) in mladimi, ki se soočajo z različnimi oblikami duševnih, intelektualnih, čustvenih, vedenjskih ali nevrološko-razvojnih motenj (npr. ADHD, avtizem).
