Pursuant to the Equalisation of Opportunities for Persons with Disabilities Act, public facilities must be adapted to persons with disabilities. Such is the obligation of public and private entities from various areas of social life.The Special Report finds that a relatively large share of public facilities are not accessible to persons with disabilities. The reasons for this are, among other things, the lack of financial resources, the lack of awareness of the duty of obliged entities to ensure the accessibility of facilities for persons with disabilities, and regulations in the field of cultural heritage protection, which further complicate the process of adaptation of facilities.
