All organisations processing or keeping EU residents' personal data had to adapt accordingly, regardless where an organisation or institution is registered. Although archives are included in the Regulation, the Regulation did not prejudice the existing archival legislation of the EU member states. On the contrary,it supported them and recognised the important social role and historical function they perform. Uredbi so se morale prilagoditi vse organizacije, ki obdelujejo ali hranijo osebne podatke rezidentov Evropske unije, ne glede na to, kje je sedež organizacije oz. institucije.Čeprav med omenjene organizacije sodijo tudi arhivi, uredba s svojimi določili ni posegla v obstoječo arhivsko zakonodajo držav članic EU, temveč je ravno s tem arhive podprla in jim priznala pomembno družbeno in zgodovinsko funkcijo.
