The responsibility of the society and state is to enable the elderly after retirement and in illness to live a life of high quality. All old peopleshould be taken care of, especially the disabled. Therefore, new forms of home care for the elderly should be developed and sufficient capacities in old people's homes should be provided. The role of old people's homes should be redefined because the majority of old people who live in them are ill and need professional help as well as nursing care. The quality of life of the elderly therefore depends to a great extent on nurses as carriers of nursing care who deal with people in all phases of their lives from birth to death, not only in old age.
