ALLIED MILITARY GOVERNMENT British - United States Zone-Free Territory of Trieste Order No. 53 FILLING OF VACANCIES IN THE ROLLS OF THE CHAMBER OF COMMERCE, INDUSTRY AND AGRICULTURE OF TRIESTE WHEREAS it is deemed advisable to fill the vacancies in the rolls of the Chamber of Commerce, Industry and Agriculture of Trieste, in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander, ORDER: ARTICLE I The Chamber of Commerce, Industry and Agriculture of Trieste is hereby empowered to assign the posts in the lower grades of the rolls that were vacant on 1st July 1948 to the following persons, after the non-permanent („non di ruolo“) personnel engaged after 1st January 1932 but not after 1st January 1935 have been dealt with under art. 1 of R. D. 12 May 1942, No. 774: (1) non-permanent („non di ruolo“) personnel, engaged after 1st January 1935 but not after 31st December 1942, who on the effective date of this Order are in the service of the Chamber ; (2) permanent (,,di ruolo“) personnel, belonging to a lower group, who on 1st July 1948 were in possession of the schooling-degree prescribed for the post to be assigned. ARTICLE II The assignment of the posts referred to in the preceding Article shall be made by a competition based on titles („concorso per titoli“) in the manner and under the conditions set forth in R. D. 18 December 1930, No. 1733. The competition for the vacancies at the Chamber shall be announced by the Board of the Chamber within six months from the effective date of this Order. The competition shall be held by an appropriate Examining Commission set up by the Chamber within six months from the date on which the documents will be shown to have been received at the Department of Finance, Allied Military Government. The appointments in the rolls of the winners of the competition shall be effective as of 1st July 1948. The necessary costs of the competition shall be charged on the Budget of the Chamber. ARTICLE III The resolution of the Board of the Chamber making the appointments as a result of the competition, shall be subject to approval by the Department of Finance.. Allied Military Government. A separate Order shall provide for the assignment of posts in the Roll of the Chemical and Merchandise Research („merceologieo“) Laboratory-Special Concern of the Chamber of Commerce, Industry and Agriculture of Trieste. WINTERTON Major General Ref. : LDIA/54148 Zone Commander Order No. 54 RESTITUTION OF DUTIES ON EXPORTED PROCESSED FISH WHEREAS it is deemed advisable to grant restitution of duties on exported processed fish, in that part of the Free Territory of Trieste administered by the British- United States Forces ; NOW, THEREFORE, I, SIR JOHN WINTERTON, KOMG, CB, CBE, Major General, Zone Commander, ORDER: ARTICLE I Restitution of customs duty on the basis of the relative net weight shall be granted in respect of the exportation of the following products : anchovies and sardines in fillets and paste, hors d’oeuvres (mixed fish and vegetables), cold dinners mainly consisting of fish and anchovies with olives, whenever processed with salted sardines and anchovies. ARTICLE II The granting of the privilege referred to in Article I hereof shall be subject to production of import bills issued for salted sardines or anchovies during the six months preceding the exportation of the products benefitting by the restitution of duty. The amounts to be repaid shall correspond to the duty paid in accordance with such bills for the quantities of salted sardines and anchovies needed for the preparation of the said exported products. To this end the respective yield from manufacture shall be ascertained for each type of commodity presented for exportation ; if necessary an analysis of samples taken for such purpose shall be made. ARTICLE III The Customs shall invalidate the import bills produced in so far as the commodities from time to time exported are concerned. ARTICLE IV The minimum quantity of product admissible to restitution of duty is hereby fixed at 50 kilos for each forwarding. The request for restitution of duty under the provisions of this Order shall exclude the possibility of obtaining the restitution provided for by R. D. 11 May 1924, No. 1000 (Art. 1) ; 20 June 1929, No. 1398 ; 21 December 1931, No. 1616 (Art. 3); 16 April 1936, No. 787. ARTICLE VI This Order shall become effective on the date of its publication in the Official Gazette. Dated at TRIESTE, this 8th day of June 1954 Ref.: LD/A/53/150 Order No. 55 EXAMINATION FOR PROCURATORE LEGALE FOR 1954 WHEREAS it is deemed advisable to make provision for examinations for qualifying as Procurators Legale for the year 1954 in that part of the Free Territory of Trieste administered by the British-United States Forces (hereinafter referred to as the „Zone“), NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander, ORDER: ARTICLE I ANNOUNCEMENT OF EXAMINATIONS AND DATES OF WRITTEN TESTS Section 1. — Examinations for qualifying as Procuratore Legale, Court of Appeal of Trieste, are hereby open to all qualified candidates residing in the Zone. Section 2. -— Written tests will be held at 0900 hours on the following dates at such place in Trieste as the Examining Commission shall appoint: 5 November 1954 — Substantive Civil and Administrative Law ; 6 November 1954 — Civil and Penal Procedure. ARTICLE II APPLICATIONS FOR ADMISSION Section 1. ■— Applications for admission, addressed to the Examining Commission, Court of Appeal, Trieste, must be lodged not later than 31 July 1954. Section 2. — Admission tax will be lire 1,600. ARTICLE III CONFIRMATION OR MODIFICATION OF PRECEDING PROVISIONS Section 1. — The provisions of Order No. 65, dated 24 January 1946 shall remain in force as regards the present examinations in so far as they are not incompatible with this Order. LDfA/54. 67 Zone Commander Order No. 56 SPEED LIMIT FOR VEHICLES ON THE ROAD FROM TRIESTE TO DUINO WHEREAS it is considered advisable and necessary to impose a speed-limit for vehicles on the road from Trieste to Duino in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander, ORDER: ARTICLE I Section 1. — Vehicles travelling along State Road No. 14 between Barcola „Dazio“ (Trieste) and Block Post No. 1 (Duino-Monfalcone) are hereby made subject to the speed limits specified in Section 2 hereof. Section 2. — The maximum speed will be as follows : (a) automobiles, motor cycles and passenger carrying vehicles (other than autobuses) 65 k.p.h. ; (b) freight cars and motor lorries up to a carrying capacity of 30 quintals ; and all autobuses 50 k.p.h. ; (c) freight cars and motor lorries with or without trailers, having a combined carrying capacity of over 30 quintals 40 k.p.h. ARTICLE II It shall be the duty of the „Ufficio Speciale Viabilità Statale“ of Trieste and the Commune of Trieste to indicate the speed-limits laid down in the foregoing Article by means of the prescribed sign-posts. Vehicles belonging to Fire-Brigades, to the Police Force and to physicians and also motor-ambulances are hereby authorized to exceed the speed-limits laid down by Article I hereof but only on occasions .when the urgent nature of their duty so requires. ARTICLE IV Any person violating the provisions of this Order shall be liable to the penalties provided by article 27 of R. D. 8 December 1933, No. 1740 as amended by Order No. 2 dated 12 January 1954 whenever the circumstances do not constitute a more serious offence.
