REGULATIONS FOR THE IMPLEMENTATION OF THE CODE OF NAVIGATION
(MARITIME NAVIGATION)
WHEREAS it is deemed advisable to issue new Regulations for the imple mentation of the Code of Navigation (Maritime Navigation) in that part of the Free Territory of Trieste administered by the British-United States Forces (hereinafter referred to as the „Zone“),
NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMO, CB, CBE, Major General, Zone Commander,
ORDER:
ARTICLE I
The provisions contained in the Regulations for the implementation of the Code of Navigation (Maritime Navigation), as approved by D. P. R. 15 February 1952, No. 328, (hereinafter referred to as the „Decree“) are hereby enacted in so far as applicable in the Zone, with the exception that the consuls and vice-consuls referred to in Article 176, the councillors referred to in Article 177 and the auditors referred to in Article 180 shall hold office for a term of one year, the respective elections being held annually between 1 January and 31 March of each year.
ARTICLE II
Section 1. — Copies of the Decree which is made part of this Order and marked „Annex A“ shall be deposited at thé Directorate of Legal Affairs, Allied Military Government, and at the Harbour Master’s Office, where they may be freely examined by all persons interested.
Section 2. — No provisions contained in the Decree shall vest any jurisdiction in the Italian State or in any person or body operating under its authority, with regard to persons, properties or matters existing in the Zone.
Section 3. — All references to the Ministries of the Italian Government made in the Decree shall be deemed to be deleted and substituted by the corresponding Directorates, Departments, Offices etc. of Allied Military Government.
ARTICLE III
Order No. 62 dated 10 April 1951, Order No. 21 dated 3 February 1951 and all laws and regulations inconsistent with the Decree are repealed.

Order No. 2
AMENDMENTS TO THE CONSOLIDATED TEXT OF LAWS ON WEIGHTS AND MEASURES 23 AUGUST 1890, No. 7088, AND TO ARTICLE V OF ORDER No. 334/1948
WHEREAS it is deemed advisable to amend the Consolidated Text of Laws on weights and measures as well as Article V of Order No. 334/1948, in that part of the Free Territory of Trieste administered by the British-United States Forces,
NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMO, CB, OBE, Major General, Zone Commander,
ORDER:
ARTICLE I
Article 31 of the Consolidated Text of Laws on weights and measures, approved' by R. D. 23 August 1890, No. 7088, is hereby repealed and substituted by the following:
„There shall be punished:
1.	With a fine („ammenda“) from 5,000 Lire up to 20,000 Lire, any person placing on sale or on trade weights, measures and weighing and gauging instruments without the first verification stamp ;
2.	with a fine („ammenda“) from 1,000 Lire up to 10,000 Lire :
a)	any person failing to fulfil the obligation of the periodical verification prescribed by article 16 ;
b)	any person failing to re-legalize renewed weighing and gauging instruments, both ordinary and automatic ;
c)	any person failing to request the inscription concerning the status of users in terms of article 19, third paragraph ;
3.	with a fine („ammenda“) from 1.000 Lire up to 10,000 Lire, any person contravening the provisions of those Laws on weights and measures and relative Regulations which do not provide for any special penalty ;
4.	with a 4,000 Lire fine („ammenda“), any Notary or Public Official contravening the provisions of articles 9, 10 and 11 and with a 2,000 Lire fine („ammenda“), any private citizen committing same contravention.
The fine („ammenda“) shall be <Jue for each public deed or private writing made in contravention of the above mentioned provisions. As for commercial books, one fine („ammenda“) only shall be inflicted for the violations ascertained upon arraignment („presentazione in giudizio“). The fines („ammende“) which may be inflicted on various Administrations shall be refunded to same by the Officials to whom the contraventions are attributable“.
ARTICLE II
Article V of Order No. 334, dated 15 October 1948, is hereby repealed and substituted by the following :
„Applications for admission to the first verification of measurement instruments which, in terms of articles 6 and 7 of the Regulations on the manufacture of weights and measures as approved by R. D. 12 June 1902, No. 226, may be accepted only through a measure („provvedimento“) of the Chief, Department of Production, shall be accompanied by the receipt issued by a Measurements Office („Ufficio metrico“) proving payment of the fixed 5,000 Lire fee.
Should the instrument be admitted to the first verification, the relative measure („provvedimento“) shall be issued only after payment of a new fee equal to that indicated in the foregoing paragraph.“
ARTICLE III
This Order shall become effective on the date of its publication in the Official Gazette.

Order No. 3
ESTABLISHMENT OF A TECHNICAL COMMISSION OF INQUIRY INTO UNEMPLOYMENT
WHEREAS it is considered advisable and necessary to establish a technical Commission of Inquiry into unemployment, in that part of the Free Territory of Trieste administered by the British- United States Forces (hereinafter referred to as the „Zone“),
NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander,
ARTICLE I
A technical Commission of Inquiry is hereby established with the following tasks :
a)	to conduct a thorough and exhaustive investigation into the present conditions of unemployment and subemployment („sotto occupazione“) in the Zone and on the living conditions and professional capacity of the unemployed (manual and intellectual workers) ;
b)	to determine comparisons on the possibilities of employment which can be foreseen and on the demographic prospects for the next four-year period ;
c)	to suggest concrete possibilities, the conditions and the means for preparing individuals for higher and regular occupation and the limits, if the case be, within which a full-employment policy can be pursued ;
d)	to prepare in outline a program of the systematic betterment of professional capacities, of professional orientation for the unemployed and the new classes joining the labour forces, and of improvement in the conditions of mobility of the labour-market ;
e)	to ascertain the existing provisions in social assistance matters and how they are reciprocally co-ordinated ;
j) to ascertain how many and which organs of the State or of public and private Bodies are carrying out assistance functions :
g)	to ascertain how large and which part of the population has a right to State assistance and for what reasons and under what conditions ;
h)	to ascertain the sources of financial aid and the criteria followed in furnishing subsidies ;
i)	to ascertain the total amount of the sums furnished by the State and public or private Bodies for the carrying out of the assistance tasks ;
l) to present proposals, if the case be, concerning the administrative organization necessary to obtain the suggested results.
ARTICLE II
The Commission mentioned in Article 1 shall be presided over by the Director of Interior, and shall be composed of the Chief, Department of Labour ; the Chief, Department of Social Assistance ; the Chief, Census and Survey Office of A. M. G. and the Chief of the Statistic Office of the Commune of Trieste. The President and each member of the Commission may designate a substitute.
ARTICLE III
The Commission shall present its report to the Senior Director of Administration within six months from the date of publication of this Order.
ARTICLE IV
The provisions of articles 18 and 19 of R. D. L. 27 May 1929, No. 1285, as amended by Article IV, Section 1, of Order No. 117, dated 15 January 1948, shall be applicable to all violations of this Order.
The expenses for the operation of the Commission shall be borne by the Allied Military Government budget („bilaneio“).
ARTICLE VI
This Order shall become effective on the date of its publication in the Official Gazette.

Order No. 4
EXTENSION OF TENURE IN OFFICE OF THE BOARD OF DIRECTORS OF „ISTITUTO 'AUTONOMO PER LE CASE POPOLARI“
WHEREAS it is considered advisable to extend as a temporary measure, the tenure in office of the President, Vice-President and other members of the Board of Directors of the „Istituto Autonomo per le Case Popolari“ of Trieste ;
NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMO, CB, CBE, Major General, Zone Commander,
ORDER:
ARTICLE I
The President, Vice-President and the other members of the Board of Directors of the „Istituto Autonomo per le Case Popolari“, who were in office on the 11 October 1952, will continue in office until the 11 October 1953 and thereafter until the new Board of Directors is appointed.
ARTICLE II
This Order shall become effective on the date it is signed by me.

AUTHORITY TO CHANGE THE SURNAME
WHEREAS Eng. DÖRFLES Carlo of the late Erminio and of the late Prister Paola,born at Gorizia on 8 March 1882, residing at Trieste, Via Rossetti No. 27, the Aw. DÖRFLES Giorgio of Carlo and of Treves Emilia, born at Trieste on 5 September 1914, residing at Trieste, Via Rossetti No. 27 and Dr. DÖRFLES Angelo of Carlo and of Treves Emilia, born at Trieste on 12 April 1910, living at Trieste, Via Rossetti No. 27, have complied with the Law formalities required to obtain the change of their surname into that of „DORFLES“ (without diaeresis), according to the authority granted to them by the Director of Legal Affairs on 23 July 1952, and have further requested that the change be valid also in respect of their respective wives TREVES Emilia of the late Angelo, FRAGIACOMO Alma of Pietro and GALLIGNANI SIMONI Ghiara of the late Giuseppe, and
WHEREAS said persons have now made application in order that the requested change of surname be effected,
WHEREAS the provision of Title VIII Chapter I of R. D. No. 1328 of Jtily 9, 1939 on the Rules and Regulations of the Civil Status have been complied with and no objections have been raised,

1.	The surname of the interested persons Eng. DÖRFLES Carlo, Avv. DÖRFLES Giorgio and Dr. DÖRFLES Angelo, is hereby changed into that of „DORFLES“ (without diaeresis), which change is valid also in'respect of their respective wives Treves Emilia, Fragiacomo Alma and Gallignani Simoni Chiara.
2.	The applicants will provide for the inscription of this Order in the proper register of births and the annotation at the foot of the deeds themselves, according to the existing Law.
3.	This Order shall become effective on the date it is signed by me.

WHEREAS Dr. Laura VISINTIN of the late Enrico and of Stravisi Maria, born at Trieste on 12 January 1921, and Dr. Nora VISINTIN of the late Enrico and of Stravisi Maria born at Trieste on 26 November 1925, both residing in Trieste, Via Piccolomini No. 4, have complied with the law formalities required to obtain the change of their surname into that of „VISIN-TINI“, according to the authority granted to them, by the Director of Legal Affairs on 17 July1952, and
WHEREAS said persons have now made application in order that the requested change of surname be effected,
WHEREAS the provision of Title VIII Chapter I of R. D. No. 1328 of July 9, 1939 on the Rules and Regulations of the Civil Status have been complied with and no objections have been raised,

1.	Mr. Ruggero Tironi is hereby appointed Director of the Port Labour Office pursuant to the Regulations for the implementation of the Code of Navigation (Maritime Navigation) enacted within the Zone by Order No. 1, dated 5 January 1953.
2.	This appointment is for a period of one year effective from 5 January 1953.
3.	This Order shall become effective on the date it is signed by me.
