WE WISH YOU A HAPPY ear members and our friends; At last spring is on the way with longer sunshine every day and we witness warmer temperature and melting snow. It is pure joy to see the spring of our dreams come true after a long and cold Canadian winter. We can witness on a daily basis how high the rivers are becoming, especially the Red river, which is great danger to thousands of homes here in Manitoba and also in North Dakota USA. We can say Thank you "Flood way Thank to pioneer of that great project and we feel safer knowing that our province and federal government invested millions of dollars to expand the existing channel, at the same time we regret knowing how many homes are lost mostly in Fargo and surroundings. This situation is happening year after year in our prairies, but we are looking forward for spring and Easter when we will say to this winter final good bye. Since I talk about Easter I would like to say to all our readers and members of SCA of Mb., and also the same to all our friends in Canada and around the world Happy Easter, I hope that you all will spend quality times with your families and your friends alike. All of us are worrying about the world economical and financial crises, which can carry terrible conservancies for every one of us .It is so sad to read how many people are losing their homes, jobs, families are living without everyday goods, people are hungry in some parts of the world. Yes there are fingers pointed and people are blaming those corporate rich millionaires for looking after their greed, taking billions in "bonuses" for bringing the world to financial disaster. Branko Maligec Predsednik SKD v Mb. doing better then rest of Canada, but still it can ^"touch" us all, these are sad times for workers and families alike. we are united in these economically hard times, worrying for Canada, our Slovenia and the rest of the world. Myself I'm concern how our homeland Slovenia is coping with this financial trouble, I wish Slovenian premier Borut Pahor to lift Slovenia out of this with his skill with help from the political parties around him, to take this situation serious and once again prove to all of us that Slovenians can be united when times and situations are calling us to work for the good of all Slovenians. At the same time Slovenia has difficulties with Croatia regarding borders disagreements, with regret to witness this as they can't seem to find the solutions on land and sea borders. Slovenian President Danilo Turk is working with Croatian President, and I think Mr. Turk has experience and skills from the time he served under the United Nations, I believe in him with premier Borut Pahor and Slovenian government to make an honorable and just agreement with Croatia, both countries have enormous economic ties and I wish them to solve this situation because there is nothing worse than having a bad neighbor, we all can agree on that here in Winnipeg. For the end on this topic Croatia and Slovenia must solve those issues before Croatia will be a new EU member, at this time they just became new NATO member At the end I save the happy part, I'm extremely proud and happy to inform Winnipeg Slovenian community ,that we will get a new Slovenian family, just last weekend I have the pleasure to shake hands with Andreja and Leopold, they are from Maribor, which happens to also be my hometown, this couple have great potential for a new life in Winnipeg, and in Manitoba, with them we all can just gain, we should welcome them with open hearts and at the same time myself as a Slovenian patriot, and President of SCA of Mb. I feel also sad ,because I know that our Slovenia will lose the skills of a hard working family, and Canada will gain all that, but this is totally in Andreja and Leopold hands, they are intelligent to make their "call". Also their two daughters will be going to the University of Manitoba. Andreja and Leopold are small business oriented family, their specialty is finishing carpentry and they are "roofers" this is something new for all of us here in Winnipeg, because 99% of us come with good working background and poor English, looking at them, they are advance Andreja and the two girls are excellent in English, dad Leopold is just like most of us, (Stajerci) when we did arrive, but he has "golden hands" and that counts in this country. Our SCA of Mb. Is proud to help this new family in any way we can, I think that rest of the Slovenian community should do the same, lets welcome family Andreja and Leopold with their family here in Winnipeg, they are fresh air for all of us, I can say in this difficult times, happy Easter, to all of you where ever you are in Canada and abroad, have good spring and at the same time we welcome you all Slovenians and friends to all our events. Branko Maligec President SCA of Mb. DELOVNI OBISK V WINNIPEGU EXPLORATORY VISIT OF WINNIPEG Andreja in Leon ep pozdrav prav vsem, ki berete časopis Slovensko-Kanadskega združenja v Winnipegu. Kje so vsi ljudje v mestu s 700.000 prebivalci? Seveda, notri v labirintu ulic in mostov. Sva krovca-kleparja- mizarja in dizajnerja. Lep pozdrav iz Slovenije ello to everyone who read the newspaper of Slovenian-Canadian assoccation in Winnipeg. We are Andreja and Leon from Maribor and one late winter day we went on business trip in Winnipeg. There was a beautifull sunshine, but in two days came a snowy storm. In time the city became white fairytale. Walking true the labirint of skybridges and streets the city was fantastic. We wanted to know how the down town is from the eyes of the future inhabitant. It is interesting that you can visit the library on one side of the city, then walk past many shops on the other side, make advertise in Free Press of Winnipeg, in the evening you can jump on a hockey game, and in mean time you don't need un umbrella and outside it could be snowy. I know, for you Winnipegs is that normal, like morning coffee. But for us! New commers that was a question. Where are all the people in the town with 700.000 inhabitants? Of course, they are inside of the labirint of the skybridges and streets. With family we would like to moove across the water, because of that, our visit was not holiday, but business trip. We found almost all corners in the town. We went from old church in St. Boniface to One milion dollars toilet restaurant, from the Horse race poligon in Charles wood to East St. Paul, from University Manitoba to Zoo. For our exploratory our new friend Branko Maligec helped us. We are so happy that we meet him.We have to conses, that his human and business part was very big weight on the scale when the tangue on, look into Canada. Of course we explored by ourselfs the health sistem, schooling for our children, business condition, banking, insurence, real estate marketing, costs of food and tools,.. and of course everything what ordinary people need for normal life. We help ourselfs a litle with internet, a litle with visits and some smart clevering from Stajerska. Almost evrything is 2 to 3 times cheaper than in Slovenia. Only the electricity and natural gas is the same. But salarys are much higher in Canada than here in Slovenia. Our exploratory was sucessfuly finished. Now we send papers on Immigration for Business visa. And know waiting began. We hope everything will come along and that it will be all quickly. So our new, future Canadian friends, write now we are on waiting station but soon we will land in Winnipeg. We are roofers-carpenters and designer. We make everything, moste of all we like to make roofs and we like to finish details of the building. If you would like to have good service, or you would like to have something, just let us know and we are shure we will figure it out how to make it. We'll bring morning sunshine in your home. All best from Maribor, Andreja and Leon I would like to thank also: Haidi and Marjan Jakob, Evelyn Maligec and Laura Benedict. I remember Stanislav as our member from day one, he would remind as to use our Slovenian language at every meeting, his words where "Let everybody know that they are at Slovenian meetings" Stanislav Thank you for your encouragement to carry on this struggle, in which we are trying to preserve Slovenian culture, language and our Slovenian identity here in Winnipeg. Maria was a member of our Association from the first day of our registration. For myself and for all Slovenians who knew Maria, she was a perfect Slovenian mother, just like our writer Ivan Cankar who wrote a book about his mother, myself I think about Maria just the same. I visited Maria in hospital and at home, she was loved and was looked after by her daughter Nevenka ( Mark) Maria was the most positive person I knew when things were not going our way, she never complained about things like hospital care, she was friends with the staff, she was happy to see her Nevenka visiting and when she was allowed to go home, Maria was thankful to Nevenka and Mark to take special care, yes she loved Slovenian music and when her health allowed it, she would love to have a glass of her favorite Slovenian Refosk wine. Our Association will miss you Maria, but we will think about you and Maria. I have my mom in Slovenia which is born same year 1 923, I always compare you with my own mother because you could be everybody's mom(Omi), your heart was full of love for Slovenians in Winnipeg and at home, god bless you. The Slovenian President expressed firm support for Montenegro's efforts to join the EU and NATO. The presidents also paid particular attention to economic cooperation between the two countries. Slovenian PM Borut Pahor also met the Montenegrin President, and the two agreed that economic cooperation between the countries could be strengthened. PM Pahor expressed once again Slovenia's support for Montenegro's EU bid. PM Borut Pahor made a first official visit to Serbia on the 6th of March, dedicated to economic cooperation between the two countries. With his Serbian counterpart, Mirko Cvetkovi®, he agreed that the visit was "a symbolic gesture, which opens a new, positive chapter in bilateral relations, on the political, economic and other areas". According to Mr Pahor, this first official visit to the region shows that Slovenia sees Serbia as a crucial factor in the stabilisation of the region, and as a friend in this field. Intensifying economic cooperation between the two countries topped the agenda. Pahor also met the Serbian President, Boris Tadi®. They emphasized that a new era has begun in the relations between the two countries. Mr Pahor visited Germany on the 17th of March and, after meeting the Chancellor Angela Merkel in Berlin, he expressed hopes that the Slovenian-Croatian border dispute would be resolved by mediation. Chancellor Merkel greeted the Commission's role in trying to solve the dispute. The focus of the talks was on strengthening economic cooperation. Merkel and Pahor also exchanged views on reducing the negative effects of the economic and financial crisis, and agreed on the necessity for concerted action by EU Member States. They also agreed on further cooperation between Slovenia and Germany at the expert and ministerial level on the preparation of measures to relieve the economic and financial crisis. They also expressed willingness to renew talks with Deutche Bahn on possible cooperation on modernising the Slovenian railway. Road to mediation The Prime Ministers of Slovenia and Croatia, Borut Pahor and Ivo Sanader, met on the 24th of February at Mokrice Castle, but came no closer to an agreement on how to solve the border issue. Mr Pahor announced his support for the solving the issue by mediation, while Mr Sanader stood by the suggestion to present the matter to the International Court of Justice in The Hague. The European Commission greeted the meeting as "a very positive sign", but refused to comment any further. A few days later, the Slovenian government released their consent in principle to the European Commission's suggestion to solve the Slovenian- Croatian boarder dispute by mediation, while the Croatian government took some time to respond. In the meantime, the Slovenian government discussed the report of the Slovenian part of the Slovenian-Croatian commission of legal experts tasked with defining a framework for resolving the disputed border between the two countries, and decided to end the term of the commission. A few days later, Croatia also decided to support EU mediation, but under the condition that this leads to an agreement on transferring the issue to the International Court of Justice in The Hague. Slovenia greeted the move as a step forward, although possibly too small a step to start the mediation. EuropeanEnlargement Commissioner Olli Rehn met the foreign ministers of both countries, Samuel Zbogar and Gordan Jandrokovi®, on the 10th of March, but the interpretation of the meeting was different on the two sides. Minister Zbogar said that the European Commission saw mediation as the final road to a settlement of the border dispute, while Minister Jandrokovi® claimed that Slovenia is not prepared to accept the Croatian proposal of mediation. A week after the first meeting, Commissioner Rehn presented a new compromise proposal to Zbogar and Jandrokovi®, which is said to envisage a signing of a joint Slovenian-Croatian statement that no document or action after the 25th of June 1991 will prejudge the outcome or in any way oblige one or the other country to resolve the border issue in any certain way. Mr Zbogar emphasized that a statement alone will not be reason enough for Slovenia to release Croatia's accession negotiations. The Prime Ministers of Slovenia and Croatia, Borut Pahor and Ivo Sanader, met at Mokrice Castle, but came no closer to an agreement on how to solve the border issue. The erased & interpellation The Ministry of the Interior has begun issuing retroactive decisions to the erased and the next step, according to the Interior Minister Katarina Kresal, will be a law regulating conditions to settle the status for all the erased who do not live in Slovenia, or those who live in Slovenia, but do not have a settled status. This led Democratic Party to file a motion to oust Kresal. They accuse the Minister of abusing the ministry for political purposes and ignoring results of the referendum. Kresal stated that she is not afraid of the interpellation, because she knows what is right and is doing just that. "As a Minister, I swore in front of Parliament to respect the Slovenian legal order, and that is what I'm doing," she said. "If this interpellation goes through, I will surely be the first and only Minister in Europe to be ousted for following the decisions of a Constitutional Court." Prime Minister Pahor expressed his support, stating that the legal way is the only right way to solving the problem of the erased. Responding to the motion, Kresal stated that the story of erasing a few ten thousand citizens of the former Yugoslav republics from the register of permanent residence is a 17- year-long story of manipulation, speculation and collective denial. Not to mention that the unconstitutionality of the erasure was twice determined directly, and seven times indirectly, by the Constitutional Court. Solving the problem of erasure is, according to Kresal, a necessary step that a mature country has to take to settle an injustice and (at least to some extent) restore human dignity, the provision of which is the foundation of legitimacy and existence of the rule of law, which must be upheld in Slovenia. Junija 1991. Temeljito so bile analizirane tudi Prešernove poezije, njegova neuslišana ljubezen do Primičeve Julije, njegovi spopadi s konsevativci ,predvsem z jezikoslovcem Jernejem Kopitarjem ,njegov odnos do kulturnih vprašanj , odnos do ilirizma in do takratnih aktualnih kulturnih vprašanj( npr.
