Strokovni članek Prejeto 3. septembra 2018, sprejeto 8. januarja 2019 Jasna Murgel Zgodnja obravnava otrok s posebnimi potrebami v Sloveniji Premik od zdravstvenega modela k socialnemu? V Sloveniji prevladuje zdravstveni model zgodnje obravnave otrok s posebnimi potrebami, ki je osredinjen zgolj na obravnavo otroka, ne pa tudi njegove družine. Za izboljšanje obravnave otrok z dejavniki tveganja je nujen zasuk v smer socialnega oziroma socialno pedagoškega modela. Ta bi moral vključevati multidisciplinarno pomoč celotni družini, ki bi jo izvajali med seboj usklajeni deležniki s področja zdravstva, socialnega varstva ter vzgoje in izobraževanja. Od leta 2017 imamo zakon, ki na novo ureja model zgodnje obravnave za predšolske otroke s posebnimi potrebami. Predpisuje okrepitev timov prihodnjih centov za zgodnjo obravnavo s socialnimi delavci, ki bodo vezni člen med centri za zgodnjo obravnavo in družino, kot tudi med centri za socialno delo, vrtci in drugimi deležniki, ki se bodo ukvarjali z družino. Z začetkom uporabe zakona bomo v Sloveniji postopno prešli na bolj socialen model obravnave otroks posebnimi potrebami. Starši bodo sodelovali v multidisciplinarnem timu, ki bo obravnaval njihovega otroka, koordinator zgodnje obravnave jim bo zagotavljal vse informacije o nadaljnji pomoči, predvideva se tudi izvajanje obravnav na domu. Podlaga za premik k bolj socialnemu modelu je zagotovljena, v kakšnem obsegu se bo ta premik zares zgodil, pa bo odvisno od izvajanja zakona v praksi. The prevailing model of early intervention for children with special needs in Slovenia is medical and focused only on child's treatment, not on his family. To improve the treatment of children at risk, it is necessary to move towards a social or social pedagogical model. This should include multidisciplina- ry assistance for the whole family, which would be carried out by mutually coordinated stakeholders in the field of medical treatment, social protection and education. The act of 2017 rearranges the early intervention model for pre-school children with special needs. It prescribes the reinforcement of future centres for early treatment with social workers, who will be the link between early treatment centres and families and between centres for social work, kindergartens and other stakeholders dealing with the family. With the launch of the new law, a gradual transition to a more social model of the treatment of children with disabilities will be introduced in Slovenia. Parents will participate in a multidisciplinary team which will treat their child, the early intervention coordinator will provide parents with all the information on further assistance available, and treatment of children at their home is envisaged. The basis for the transition to a more social model is ensured by the law. To what o extent this transition will actually occur, will depend on the implementation of the law in practice.
