Republic of Slovenia’s Ambassador to the United States, Dr. Ernest Petrie, spoke to the Commission on Security and Cooperation in Europe hearing on May 13.
lovenia is hoping to
become a member of NATO in the first round of its en-largement and thus rejoin, formally and institutionally, the part of the world to which it has belonged throughout its history, and which lofty values it has incessantly shared. Slovenia considers NATO as the pillar of present and future European security and a
framework of US presence in Europe which remains a guarantee for long-term stability on the European soil.
Slovenia, historically and culturally, is a part of the western world, and is now a new and thriving democracy in Central Europe. It is willing and ready to contribute to NATO’s mission in Europe and the world.
Slovenia is fully qualified for NATO membership and we are repeatedly being told in the European capitals, as well as here in Washington, that Slovenia fulfills the membership criteria, which includes its exemplary level of protection of human
rights and rights of minorities. We are told that, should the merits themselves be the prevailing element in NATO decision on enlargement, there should be no objection preventing Slovenia being among those invited to the NATO summit in Madrid to join NATO in the first round.
Slovenia is a stable multiparty democracy with a new vibrant and growing economy, well on its way to joining the European Union among its first new members. It is a common and unequivocal conclusion, reached by foreign govern-(Continued on page 6)
Small town festivals hit polka’s big-time

HAMLER, Ohio - It’s hip. It’s hot. It’s... POLKA?
Polka festivals nationwide are drawing big crowds. Polka cruises are filled. The Cleveland Style Polka Hall of Fame in Euclid attracts thousands of visitors each year and has its own Internet site.
Polka rules.
Nowhere, it appears, more so than in Hamler, a tiny, rural northwest Ohio village that considers itself the very buckle of the polka belt.
Every summer, the population swells to 50 times its normal size when some 30,000 polka lovers descend on the village southwest of Toledo for an annual festival that celebrates the lively dance and music developed in Europe almost 200 years ago.
It’s only one of five polka fests staged each summer in Henry County, but it’s by far the largest.
“Polka is king in Henry county,” proclaimed Arnold Gerken, who founded the 500-member Ohio Polka Boosters 20 years ago. The nonprofit group promotes polka festivals.
The 64-year-old retired lumberyard owner started the Hamler Summerfest nearly 30 years ago. The first festival in the village of 600 drew about 1,000 people.
Immigrants from Germany, Poland and other European nations brought the music and the dance -based on a hop and three small steps - to the United States.
The Andrews Sisters’ 1938 hit “Beer Barrel Polka,” was the first millionselling polka song. Cleveland’s Frankie Yankovic had two million-sellers in the late 1940s - “Just Because” and “The Blue Skirt Waltz.”
In the last decade, polka has come back into its own. Festivals have sprouted up in towns from the western edge of New York through the Midwest to the Southwest. A Grammy for polka music was established in 1986 and at least 150 radio stations carry polka music.
Bands such as Brave Combo and Polkamotion are taking the music in new directions, using electric guitars and other instruments not traditionally associated with polka.
“This is not your father’s polka music anymore,” said
Laura Majchszak, a Toledo nurse who travels with her husband, Bob, to about 10 polka festivals a year.
Polka purists don’t like it. It’s just too fast, said Jerry Halkowski, a Milwaukee-area polka disc jockey who plays in a polka band.
Then there is Euclid’s polka hall of fame, founded in 1988. Twenty-two musicians have been inducted into the hall.
The most widely known polka is the Cleveland style, which hit the height of its popularity in the late 1940s and early 1950s, said Fred Kuhar, the hall’s president.
“The thing that made Cleveland-style polka different from other polkas was that the lyrics were Anglicized and they had an American dance band rhythm section - piano, bass and drums,” Kuhar said.
But Henry County’s 24,000 residents are equally proud of its long polka festival tradition, especially because the festivals are attracting a younger crowd.
“I see a lot of people my age at these festivals. I think they come because the festivals are fun.

Questions and answers:
Someone once asked how a computer runs. You plug it in, feed it electricity and away it goes. Some day John Mercina will tell us how the Amish run their computers. That’s right, some have computers, even though they don’t have electrical outlets in their homes.
The scientists figured that they only needed two numbers to get the thing to work. They use 0 and 1 in various combinations.
Right now they’re hard at work trying to figure out how they can add another number, say the digit 2 to the equation thus creating 0 - 1 -2, thereby creating a more powerful computer. If it can compute millions of operations a second now, just think what it’ll be able to do in the future. For example, when the computer next plays chess with Garry Kasparov you know they’re manufacturing a lot of noise and nonsense just to create that old American dream -THE REMATCH!
Only in the future, instead of the computer sitting there like a dummy while Kasparov stalks off stage, the instrument, upon obtaining victory, will shoot out two miniature arms with hands attached and begin highflying everyone in sight, including its programmer. It’ll also dance around and slam the chess board on the ground and taunt the loser by showing him the horizontal king while displaying two fingers in a V for victory salute, and shouting in a sta-catto voice, “I’m going to
Digital Land.”

The talented accordionist John Turek’s knowledgeable wife, Darlene, was talking to baseball legend, former Cleveland baseball pitcher Bob Feller the other day.
She inquired of him, “How come today when pitchers throw for 5 or 6 innings sports writers and announcers say that’s marvelous. But when you pitched, it was common for most starting pitchers to complete a 9-inning game.”
Feller responded, saying today’s youngsters lack the natural stamina that his generation had. He said kids grew up on a farm or city and worked hard as opposed to those today who mostly do not.

President John Kennedy said the problem with watching football on television is the viewers may think they’re doing the playing. His family was always running around outdoors.
So, to
all those who want to spend over a quarter billion dollars on a football stadium on Cleveland’s lakefront, we close by saying, “Let the owners and players pay for it.” Spend the tax money on the neighborhoods where the residents and small businesses desperately need it.
When they ask the Super Bowl winner where he/she’s going for vacation. Wouldn’t it be wonderful to hear, “I’m going to grab a shovel and help some Amish farmer plant crops to help feed the hungry.”
The question is, “Will it ever happen?” The answer is, “Not until this X (or is it Y or Z) generation learns the difference between right and wrong.
And if you think I’m kidding, read the reviews on Howard Stern and Larry Flint movies. The Xers see posies in the fertilizer, the rest of us see just plain manure.
The oldest capital city in the world is Damascus, Syria, which has been inhabited since about 2500 B.C.
Too Much Income, Slovenia May Invest Abroad
Slovenia may consider investing abroad to reduce the pressure on the country’s monetary system as the result of foreign capital inflows, said Marjan Senjur, Slovenian Minister of Economic Relations and Development.
“The money problems still exist,” he said. “We should think how to export capital - how to stimulate investment abroad.”
Slovenia is the only central European country with credit rated Single A by Standard and Poor’s and A3 by Moody’s.
“Our central bank had to restrict inflows of foreign capital out of monetary reasons,” he said, noting that the inflows had reached an alarming proportion in the second half of last year, inflating the money supply and pushing up the value of its currency.
Slovenia to buy Canadian aircraft
TORONTO - Bombardier Inc. said last Tuesday Adria Airways, the airline of Slovenia, signed a deal to buy two Canadair Regional Jet Series 200LR aircraft plus two options with its regional aircraft division.
The contract for the two firm aircraft is worth roughly US$43 million (C$58.6 million) with deliveries slated for January and February of next year, Bombardier said.
Bombardier said the optioned aircraft would be delivered in 1998 and 1999.
The purchases will allow Adria to implement its refleeting plans and eliminate some of its older aircraft.

Slovenian Heritage is Preserved in Tiny SNPJ Borough
by Karen Ferrtck-Roman The Heritage Center at SNPJ borough in Lawrence County holds the country's largest collection of Slovenian items according to Lou Serjak, chairman of the SNPJ Heritage Committee, which hasn’t learned of any larger thus far.
Nearly 1,000 items, most donated and dating from the daily life 0f Slovenian immigrants of 1880 to 1915, are displayed in exhibits that change quarterly.
The center informs visits of SNPJ’s history, lovenian arts, literature, mid traditions says Mark Karageorge, director of the recreation complex.

The abominable snowman-look-alike with cowbells hanging around the waist sports a large, red wooden mask to chase away the evil spirits of winter so the land can be worked in the springtime.
Colorful crests cover a wall, each of the 49 shields representing a village in Slovenia, explains Mary Roginski of Ambridge in Beaver County. She is a member of the center’s original committee begun 20 years ago.
In the museum, regional costumes from the 1880s include wedding headdresses and gingerbread and Easter eggs appear as works of art. Another glass case holds bobbin lace followed by pottery, straw-craft, and ornately carved wooden pieces.
Slovenians are noted for their woodworking, honeybee keeping, and use of flowers, note Roginski. They combine their skills by colorfully decorating bee boxes and designing wooden shrines to fill with flowers along the roadsides. The industrial background of the Slovenians, who emigrated to work in mines and mills, reflects in a case filled with carbide lamps and lunch boxes.
Music makes its mark as well. An entire case is devoted to the button box (a smaller cousin of the accordion) with its fancy and sometimes personalized decorations. Tapes and videos from Grammy winner Frankie Yankovic, “the polka king,” are featured also.

With sadness in our hearts and in complete submission to the will of our Creator, we announce the passing of our cousin and aunt.
Mary S. (Mitzi) Bencin
She was born on August 28,1911 and entered into eternal rest on April 12,1997. For many years she was employed as a seamstress at Richman Bros. Co. During her retirement she remained active at St. Vitus school assisting the cooks, and serving lunches to the children.
Mitzi, as she was known, was a member of the Euclid Pensioners, St. Vitus Altar and Rosary Society and Charter Member of the Slovenian Women’s Union of America, Lodge 50.
Services were held on April 17, 1997 from the Zele Funeral Home with the Mass of the Resurrection, following, at St. Vitus Church. Burial was at Calvary Cemetery.
We are especially grateful to the Most Reverend Bishop A. Edward Pevec for the celebration of the Funeral Mass and his beautiful homily. We are also grateful to Rev. Joseph Boznar and Rev. Victor Tome who concelebrated the Funeral Mass and prayed for Mitzi’s soul at the gravesite.
May God bless everyone for their beautiful floral pieces, Mass offerings, and monetary donations to various charitable organizations, in her memory.
Special thanks to the pallbearers and all her friends who visited the funeral home, for prayers, and offering condolences.
We are also thankful to everyone who remained with us for some time to enjoy a fine luncheon at Sterle’s restaurant.

mental and nongovernmental observers alike, that huip^n rights and rights of minorities, as well as democratic procedures are fully respected in Slovenia.
Amnesty International and other human rights groups have literally no objections or critical remarks concerning Slovenia’s human rights performance.
The last US Department of State Report on Human Rights states, in its chapter on Slovenia:	“The	third
multiparty general . elections... held in November, represent a further consolidation of a vigorous, open and democratic system... Constitutional provisions for an independent judiciary are respected by the government in practice. The police are under the effective civilian
control... the country has made steady progress toward developing market economy. Privatization continues and trade has been reoriented toward the west... the currency is stable, fully convertible and backed by substantial reserves. The economy provides citizens with a good standard of living. The government fully respected the human rights of its citizens, and the law and judiciary provide adequate means of dealing with individual instances of abuse... Minorities are generally treated fairly in practice.”
The Constitution of Slovenia provides extensive protection of human rights and rights of minorities, including their constitutionally provided representation in the parliament. An ombuds-
man deals with human rights problems, including citizenship cases.
At the peak of war in Bosnia and Herzegovina, Slovenia gave refuge to more than 80,000 mainly Moslem refugees with hardly any international assistance. The overall number of refugees at that point amounted to 4 per cent of the Slovenian population. Slovenia gave citizenship to close to 200,000 non-Slovenes (Croats, Serbs, Muslims, Macedonians, etc.) who had residence in Slovenia at the time of the breakup of Yugoslavia.
Slovenia’s armed forces are under strict civilian control and no doubts about this has been expressed either by NATO or any other observers.
Slovenia has also offered several facilities at the disposal of NATO and SFOR and is currently joining the operation of Multinational Protection Force in Albania.
Slovenia’s relations with neighbors are good and productive. With Italy and Hungary, Slovenia is developing an ambitious trilateral cooperation, including cooperation in the military, as well as numerous other fields of mutual interest. Bilateral relations with Italy, Austria and Hungary are excellent.
Italy strongly supports Slovenia’s early membership in NATO, as does Hungary. Relations with Croatia are normal and were to a certain degree burdened only by practical problems resulting from the break-up of Yugoslavia and the fact that there was no fixed border between the two newly independent
states before.
Now more than 99% of the border is fixed and agreed upon, whereby the remaining problems are dealt with by diplomatic and expert commissions.
As of yet, no NATO member has expressed opposition to Slovenia’s early membership nor raised objections as to Slovenia’s qualifications or merits.
Several NATO allies, such as Italy, Canada, Spain, Portugal, Turkey, Greece and Iceland, explicitly support Slovenia. Russia is not concerned about Slovenia’s NATO membership, and has never voiced its opposition to our candidacy. Slovenia was not a member of the Warsaw pact and its early NATO membership would prove that NATO enlargement is not only directed eastward, or towards Russia, but is sincerely meant as an effort to enhance the overall security and stability in Europe.
Strategically and geo-politically, Slovenia’s membership would enable territorial linkage (land-bridge) between Italy and Hungary which would otherwise, assuming it becomes a NATO member, remain an isolated NATO “island.”
Slovenia’s membership would also expand stability towards the Balkans. Slovenia could be a useful asset for any future NATO activity in the Balkans, should such a need emerge.
Slovenia’s armed forces are being built from scratch since its independence (1991) and are not burdened with outdated Warsaw Pact hardware nor mentality. All

newly acquired military hardware has to be, as stipulated by law, compatible with NATO standards. Slovenia’s relatively highly developed economy (by statistical date on the level of “poorer” EU members) enables it to carry the costs of joining NATO.
Domestic consensus about NATO membership is not questionable. In April, all political parties represented in the Slovene parliament signed a binding declaration unanimously supporting government policy of joining NATO, including the absorption of costs of NATO membership.
To conclude: By its political stability and rooted democracy, including a high level of respect for human rights and rights of minorities, a relatively developed
economy,	good relations
with all its neighbors and its geopolitical position, Slovenia could be a clear asset for NATO. It would also serve as a proof to other candidates, including other former Yugoslav	republics, that
merits, including respect for human and minority rights, is the paramount element which really matters and opens doors into the North Atlantic community of western democracies.
Slovenia also strongly supports the principle that the enlargement of NATO should remain an open and transparent process. NATO should not keep its doors shut to any prospective candidate that fulfills the criteria for membership and is willing and able to carry out the responsibilities stipulated by the Washington Agree" ment.

Soups are hearty, salads abundant and the sweets exquisite - poppy seed torte from the Prekmurje region, Hungarian crepes and gingerbread made in hand-carved wooden molds. Potica, a rum-and-lemon-flavored dough rolled around fillings of chocolate or walnuts, tarragon and cream, raisins, or poppy seeds and honey is perhaps the closest thing to a national dish and it is said, every housewife has her own recipe.
We shared the restaurants with small groups of tourists and local people, who seem used to switching into Italian and German, and most people speak enough English to communicate. Our attempt to say a few words of Slovenian was always met with appreciation, and when all else failed, as it did the day we gave a farmer a lift into town, we would laugh and point and nod.

tacular lake, and its museum has luminous frescoes, a nice collection of furniture and swords that belonged to the bishops who resided there for 800 years. We also saw Bronze and Iron Age artifacts from the island in the west end of the lake.
We ate dinner at the Lectar in Radovljica, ordering as an appetizer what had become one of our favorite dishes, a filled dumpling called zinkrofi. At the waiter’s suggestion we shared the main course that translated as a “typically local dish with buckwheat.” A platter arrived laden with several kinds of excellent sausage, corned beef, nutmeg-flavored sauerkraut, potatoes, freshly grated horseradish and a flavorful buckwheat stew. A bottle of red wine - Refosk - accompanied the meal.
After another night at the Krona, we continued on to Ljubljana. We chose not to linger in the capital, though we wanted to see the library at the theological seminary. But it was open only by appointment. Ljubljana was as charming as any other European city we’ve visited — and far more relaxed. Kids zipped by on inline skates, and everyone, it seemed, had a cell phone. We followed the Krka River road past Novo Mesto to the island village of Kostanjevica and slept, once again under a feather bed, in a gostilna one mile from an ancient Cistercian monastery.
The next morning we saw the monastery’s stunning collection of modern Slovenian art - drawings, paintings, sculptures and prints by artists like Jakac, France and Tone Kralj, Jakopič - then walked the grounds, which were studded with huge wooden sculptures from a permanent international exhibition called Forma Viva.
Having decided to spend our last three days on the coast, we set out for Izola, a three-hour drive from Kostanjevica. On the way, following Ed’s advice, we stopped at a Romanesque church in Hrastovlje, a quiet town where every backyard is a garden or a minivineyard. The church is open most of the time; when it’s closed, you must go to No. 30 in the village and knock on Maria’s door.
Maria led us through a walled courtyard into the miniature chapel, motioned us to stand in the center of the room while she chose a cassette. As a British narrator intoned the details of the vivid murals that cover every surface, Maria fol-
lowed the voice, extending her arm to indicate each facet of the decoration.
In the IS^1 century, Janez of Kastav created a Bible for the faithful who could not read. Scenes from the Old and New Testaments are depicted, from the Creation to the Crucifixion. What we had come to see, though, was the Danse Macabre, the last mural in the series. Faded yet still powerful the “dancers” move along the wall - child, beggar, queen, lawyer, cleric, merchant, miser - hand in hand with skeletons in an inexorable march to the grave.
Evening found us at the Belvedere, a camping and hotel complex on a bluff overlooking the calm waters of the Adriatic and the lights of Izola. Our room, with French doors opening onto a small porch, offered all the comforts we’d come to expect. After breakfast each day on the tiled terrace, we set out for the seaside towns and surrounding countryside.
In Piran, three miles away, we visited the Maritime Museum, with its primitive ship paintings, intricate ship models, and a huge Tintoretto of long-forgotten nobles. The salt
flats outside town, which are 7 an extension of the museum, encompass acres of pans and dikes filled with sea birds and lined with the shells of seasonal storie houses. A dozen working windmills bear witness to two centuries of Slovenians who mined the sea for salt and traded it throughout Europe.
All four port towns were a joy to explore, especially before the summer crowds: Portorož, for its beaches, Koper, Izola and Piran for their seafood restaurants, art galleries and churches.
To us Slovenia never felt like an “emerging democracy,” as it is sometimes called, but like one that has emerged. Whenever we changed our dollars into tolars, we were impressed by the bills, imprinted with the likenesses of writers and artists, that were issued immediately after independence. With “characteristic concern for quality,” as Ed Lenarčič notes, Slovenia used paper that could withstand 8,500 foldings, rather than 3,500, the international standard. Slovenia is like that: beautiful and sturdy, an old country determined to thrive in a modem world.

Memorial Monday Polka Picnic Set For AMLA’s Recreation Center
Each Memorial Day holiday sees the opening for the outdoor season of the AMLA Recreation Center on Kniffen Road in Leroy Township. The occasion is a polka picnic featuring two great polka bands. This year the event will take place on Monday, May 26 — Memorial Day. The gates will open at noon and the music will begin at 1:00 p.m. and continue throughout the afternoon until 7:00. On the bandstands will be the Joe Fedorchak Orchestra and Fred Ziwich and his International Sound Machine. As in the past at this annual event, Slovene singing virtuoso Ed Kenik has been invited to sing along with Joe Fedorchak.
Admission is $7 per person at the gate, but you can save by buying in advance. Advance tickets are available for $6 from the AMLA Home Office, Fairport Slovenian Club, or by calling Stan Modic in Painesville at 1-354-4756. Sponsors of the picnic are AMLA’s Lodge 30 (Fairport area) and Lodge 32 (Warren area).
The kitchen will be open, of course, and will be serving roast beef and sausage sandwiches, french fries, hot dogs, coffee and desserts. The fully stocked cash bar will have a complete range of liquid refreshments available to suit every taste.
Spring has been a long time coming this year. Plan on getting an enjoyable start to the outdoor season by stopping by the AMLA Recreation Center on Memorial Day, May 26!

Slavic Heritage Celebrates 20th Year
On Sunday, April 6, the Slavic Heritage Council of America celebrated its 20^ Anniversary. President Lydia S. Demko delivered the following address at the reception held at La Ma-ganette Restaurant in New York City.

I am most happy to welcome you here at our celebration. It is especially heartwarming because I know that we have your support and loyalty and because you represent most of the Slavic ethnic groups in the NY Metropolitan area. Here, united we stand.
And, this is most important, one of the aims of the Slavic Heritage Council of America is to promote understanding and cooperation between Slavic American ethnic groups through culture. Each and every Slavic group has so much beauty to offer in music, dance, art, literature.
We must share it, and even though politically we disagree, as Christians we can - no, we must use this God-given wealth in our cultures to promote peace and understanding.
As you know, in the past we organized a series of events during the Slavic Culture Week. - These were the annual reception with an art exhibit, musical programs, poetry readings, symposia, national folk costume exhibit and last, but not least, our folk dancing and singing festivals. For the past 10 years this festival is held at the world renowned Lincoln Center.
This by itself takes much hard work and a great deal of money. This is why we have this fund-raising event, and also, ask that you participate in our raffle, if possible.
This year, by the way, our concert will take place on Nov. 15. Please mark the date on your calendar and spread the word.
We regret that we are no longer able to bring you all the different cultural events we used to in the past. We are severely short handed. As it is, we are most grateful to the directors of the participating folk dancing groups who put in countless hours to produce this beautiful concert.
This brings me to a very important point. If there are any among you who believe in our cause and are willing
to devote the time, we will
welcome you with open arms. We need the input from all our Slavic groups, but especially, from the Czech, Croatian, Russian, and Ukrainian ones. Only with a full contingent can we hope to resume full scale activity.
Today, however, I am pleased to present to y°u
prominent Slavic-Americans
who were selected by their representatives for their outstanding contributions to their communities. I wish to thank all the members of the Executive Committee, 3° especially, the directors o the folk dancing groups, f°r their tremendous input to make this event a success.
A special thanks goes to Laura Spisek, wife of Mila11 Spisek of the Slovak Lim bora, for her labor of love' And last, but not least, thank our distinguished hon orees for accepting 1 nominations.

Aging is individual, and our biological clocks tick at different rates, scientists engaged in a long-term research project are discovering. The Baltimore Longitudinal Study of Aging (BLSA) began in 1958 and has involved more than 2,200 Americans ranging in age from 20 to 90-something.
Replacing observation and myth with scientific investigation, the on-going study has determined that the average body undergoes the following changes with the passage of time:
Lungs: maximum breathing capacity decreases 40 percent between ages 20 and 80.
Pancreas: Glucose metabolism declines progressively.
Blood vessels:	arterial
walls thicken; systolic blood pressure increases 20-25 percent between ages 20 and 75.
Muscles: Muscle mass declines and, with it, oxygen consumption during exercise
drops 5-10 percent each decade. Hand grip strength decreases 45 percent by age 75.
Bones: Bone mineral is lost and replaced throughout life; loss begins to outstrip replacement around age 35; loss speeds up in women at menopause.
Brain: Memory and reaction time may begin to decline around age 70.
Eyes: Difficulty focusing on close objects begins in the 40s; ability to see fine detail declines in the 70s. From age 50, susceptibility to glare increases, as the ability to see in dim light and to detect moving targets decreases.
Ears: The ability to hear high-frequency tones may decrease in the 20s, while low-frequency hearing declines in the 60s. Men lose hearing more than twice as quickly as women between ages 30 and 80.
Heart: heart rate during maximal exercise decreases 25 percent between ages 20 and 75.
Many people do not conform to these averages, and the BLSA is also revealing some fascinating information about the human being’s ability to adapt to aging processes. The older heart, for example, can’t increase its pumping rate during exercise as much as a younger heart. It makes up for this by expanding to a greater extent, delivering more blood per beat, thereby working as efficiently as a younger heart.
The older brain learns to adapt also. Older persons may draw on different ca-• pacities to complete a problem-solving task. For example, they may not use memory as well as a younger person, but may instead draw upon a greater reservoir of information and experience to solve a problem. ♦

io Annual Meeting of Slovene Home For Aged Draws More than 100
More than 100 members and supporters of the Slovene Home for the Aged gathered last Friday evening at the Slovenian Workman’s Home for the annual membership meeting of the SHA. The meeting was under the chairmanship of Sutton Girod, who serves as president of the SHA’s Board of Trustees. He and other members of the board gave reports concerning the work of the SHA over the past year, ranging from financial data (Richard Tomsic), donations (Robert J. Klar.cher), audit (Agnes Turk), financial development (Jean Križman), House and Property (Anthony Hiti), legal and bylaws (Ronald Zele), personnel and professional practices (Frank J. Zak), to long range planning (Anthony Hiti). Also reporting to those present was SHA Administrator Anthony Rotolo, Ph.D.
Most attention was devoted to an explanation by Anthony Hiti of the due diligence procedure now under way on the property the SHA identified for an expansion of the facility in Chardon. While this process is not yet complete, the indications are favorable. Mr. Hiti detailed the complexity of this process. He also noted completion of the additional parking facility at the SHA, noting that this had greatly eased the previous problem, a point Dr. Rotolo also emphasized.
Toward the close of the meeting, Robert J. Klancher represented the board’s nominating committee and introduced the slate of nominees for election to the board. There were no additional nominations from the floor. Elected to three-year terms on the board were Rudolph Kozan, Sutton J. Girod, Richard Tomsic, Agnes Turk, and John Pestotnik. Filling the one year remaining in the term of Vera Candon, who retired, is George J. Baka. John Dejak and John Cech were elected to serve as alternates for one year. A number of individuals and organizations made donations.

Button Box Festival in PA
The Yukon Button Box Club and the Slovenian Heritage Association is happy to sponsor the Annual Button Box Festival on Sunday, June 1 at the Evanstown SNPJ Picnic Grove.

ROBERT A. NOVAK
Robert A. Novak, a self-employed real estate investor, served as a Cleveland councilman in old Ward 23 from 1973 to 1977.
He was appointed to the-seat vacated by Edmund J. Turk, who had left the Cleveland Council to become the public utilities commissioner of Ohio. Mr. Novak was elected to two terms following the initial aPpointment. He did not run for re-election in 1977.
His name is on a plaque in Cleveland Hopkins Air-Port, along with former ayor Ralph Perk and other c°uncilmen, for their efforts m exPanding the airport.

Caroline Mihelich (nee Lesar), age 86 passed away in the Slovene Home for the Aged on Saturday, May 17th.
Caroline was born in Leadville, Colorado. She was a member of AMLA St. Anne Lodge No. 4, and St. Mary church Altar and Rosary Society. She was retired from Lamson and Sessions where she was employed as a packer.
Caroline was the widow of Joseph; the mother of Joseph C.; sister of Pauline Sasa, Slavka (Germany), Frances Rosier (Slovenia) and the following deceased; Mary, Ivana, Frank and Ivan.
Funeral services were held Tuesday, May 20 at St. Mary church. Burial was in Calvary Cemetery. Donations in her memory to St. Mary church would be appreciated by the family.

Mary Kostreba (nee Tekaucic), age 71, died in Charity Healthcare Center on Thursday, May ISth.
She retired in 1988 from Leece Neville where she was employed as a machine operator. She was a U.S. Army Veteran of WWI1.
Mary was the widow of Andrew; the mother of Andrew (Eileen), Linda Winston, David (Cheryl), and Mary Ann (Paul) Hartnett (PA); grandmother of 10; great-grandmother of one; sister of Irene Tekaucic and Joseph (Mabel) Tekaucic.
Funeral services were held Monday, May 19 at St. Jerome church. Burial was in All Souls Cemetery. Zele Funeral Home was in charge of arrangements.

Over the past few months, the Holmes Avenue Pensioners have seen a slow but steady increase in the number of members in attendance at each meeting. May’s had a turnout of 183 people. What a good feeling it is to be surrounded by so many friends. If any member reading this hasn’t been to a HAP meeting for a while, make it a point to come in June. We’d love to hit a 200 member attendance milestone. We’re so close now. We only need you to help us make it happen.
Since the last article we have added two new members to our roster. A warm welcome was extended to Virginia Doles and Rosemary Semonchuk.
Another HAP couple celebrated their Golden Anniversary this month. Ed and Julie Harbie renewed their vows and had a special celebration with family and friends earlier this month. Our heartiest congratulations to this special pair.
With great sadness we acknowledge the loss of Mary Marinko, Gertrude Zaller, Frank Bittenc, (brother of Joyce Lenassi) and Janice Mylott (daughter of Don and Helen Pavšek). Our deep sympathy goes out
to all family members and friends.
Two months ago, a committee was selected to study a motion made by Stan Rome to create an “inactive roster” for members who have not yet achieved “Honorary” status but who, for reasons of health, were unable to actively participate in meetings and special events. Stan suggested that new members could then be accepted to fill the vacancies created on the “active” list by those moving to inactive status. The committee met and determined (and Stan agreed) that the motion should be withdrawn because, were such a proposal to be accepted, it would create a greater total membership than the by-laws prescribe and, therefore, would be in violation of those bylaws.
Gus Petelinkar then made a motion to simply add 30 more people to the active roster, but the motion was voted down.
Helen Pavšek reported that an audit of our financial records for the year showed the books to be “...in fine shape.” Thanks to Helen for her work and kudos to Louise Fujda who certainly handles the position of Treas-

Poslanci na redni seji o pridružitvenem sporazumu z Evropsko zvezo — Ustavno sodišče se še ni odločilo o ustavnosti le-tega
Ustavno sodišče Slovenije, ki naj bi se do preteklega torka izreklo glede skladnosti Pridružitvenega sporazuma z Evropsko zvezo s slovensko ustavo, tega še ni storilo.

Razlog so bili dvomi o ustavnosti tega sporazuma. Kot sedaj kaže, se bo zadeva o tem Še zavlačevala.

Pretekli četrtek so socialdemokratski P°slanci protestni zapustili državni zbor. azlog za njih potezo je bil izvolitev Ferija orvata, člana Združene liste, za predsedni-°dbora za nadzor proračuna in javnih fi-aanc. Socialdemokrati so pač mnenja, kot je ^damentarni razpravi pojasnil njih pred-niK Janez Janša, da Združena lista dejan-.0 n> prava opozicijska stranka, pač pa po-bska, to kljub temu, da ni formalno za-Pana v vladi Janeza Drnovška. Slovenski krščanski demokrati tudi razmišljajo o možni obstrukciji oziroma nesodelovanju v državnem zboru. Kar največ jezi SKD, je to, da njihov član in poslanec Marijan Schiffrer še ni bil izvoljen za predsednika nove parlamentarne komisije za Slovence po svetu. Njegov poglavitni tekmec je pač član Liberalne demokracije. Doslej tudi še ni bil imenovan naslednik za Petra Venclja v Uradu za Slovence v zamejstvu in po svetu v ministrstvu za zunanje zadeve. Pri tem naj bo omenjeno, da znaki kažejo na možnost, če ne že verjetnost, da bo sedanji ljubljanski župan dr. Dimitrij Rupel nasledil dr. Ernesta Petriča za veleposlanika v ZDA. Včeraj je pa ministrstvo za zunanje zadeve obvestilo tuja diplomatska predstavništva, akreditirana v Sloveniji, da je funkcijo doyena diplomatskega zbora v Sloveniji prevzel apostolski nuncij Edmond Farhat. Doslej je to funkcijo imel dosedanji nemški veleposlanik v Sloveniji, Gunter Seibert, ki je zaključil svoje službovanje v državi.
Včeraj začetek stavke železničarjev
Ker dosedanja pogajanja med železničarji oz. njih sindikati in delodajalcem, to je pač država, niso rodila uspeha, so železničarji včeraj začeli s stavko, ki naj bi trajala 10 dni. Vladna stran noče sprejeti zahtev stavkajočih po povečanju izhodiščnih plač in o izplačilu božičnega dodatka.
Stavka bo imela sicer dokaj omejen odmev, tako pri potniški notranji kot mednarodni promet. Ta promet bo pač potekal tako, kot je določila vlada s posebno uredbo, železniški sindikati pa pravijo, da jo bodo upoštevali. Železničarji so v zadnjih tednih izvedli krajše opozorilne stavke, ki pa niso učinkovale pri stališču vlade.. Sicer ima vlada v načrtu obsežno modernizacijo železnic v Sloveniji.

To nedeljo, 25. maja, bo pri Lurški Mariji na Chardon Rd., spominska maša za žrtve 2. svetovne vojne in po njej. Maša bo ob 12. uri, lepo so vabljene tudi narodne noše. Ob 3h pop. bodo molitve na pokopališču Vernih duš. Upokojenci Slov. pristave— Upokojenci Slovenske pristave imajo mesečni sestanek v sredo, 28. maja, ob 1.30 pop., na Slovenski pristavi. Članstvo lepo vabljeno na sestanek.
Seja—
Klub upokojencev v Nev-burgu-Maple Hts. ima sejo v sredo, 28. maja, ob 12. uri, v SND na E. 80 St. Članstvo opozorjeno na spremembo časa seje.
Lep uspeh—
Preteklo nedeljo je na tkim. »brunch« Slovenske šole pri Sv. Vidu prišlo več kot 300 strank, kar je bil zelo lep odziv. Več v dopisu v angleškem delu.
Polka piknik—
V ponedeljek bo nacionalni Spominski dan praznik. Vsako leto pa na ta dan sponzorirata društvi št. 30 in 32 na letovišču ADZ polka piknik. Vrata bodo odprta od 12. dalje, glasba (orkestra Joe Fedorchak in Fred Ziwick) bo od 1. do 7. zv. Polno založeni bosta tako kuhinja kot točilnica. Vstopnice za piknik (pri vratih) bodo po $7. Letovišče je na Kniffen Rd. v Leroy Twp.

Dne 17. maja je na svojem domu v Worthingtonu, O., nenadno umrl 85 let stari Stephen J. Shimits, rojen v Bed-fordu, O., oče Nancy Moore, 2-krat stari oče, brat Helen Tollon in Marian Choroman-ski, član pevskega zbora Jadran. Pogreb je bil privaten.
Caroline Mihelich Dne 17. maja je v Sloven skem domu za ostarele umrla 86 let stara Caroline Mihelich, rojena Lesar v Leadvillu, Colo., vdova po Josephu, mati Josepha, sestra Pauline Sasa, Slavke, Frances Kosier ter že pok. Mary, Ivane, Franka in Ivana, članica ADZ št. 4 in Oltarnega društva pri Mariji Vnebovzeti. Pogreb je bil 20. maja s sv. mašo v cerkvi Marije Vnebovzete in pokopom na Kalvarije pokopališču. Družina bo hvaležna za darove v pokojničin spomin župniji Marije Vnebovzete. Pogreb je bil v oskrbi Želetovega zavoda.

Odličen koncert—
Preteklo soboto zvečer je imel pevski zbor Korotan pod vodstvom Rudija Kneza res odličen koncert v avditoriju pri Sv. Vidu. Dvorana je bila do zadnjega kotička zasedena. Prisotni so s posebnim užitkom in odobravanjem poslušali mlade pevke in pevce iz sobotnih slovenskih šol pri Sv. Vidu in Mariji Vnebovzeti. Čestitamo!
Na letni seji—
Pretekli petek je bila letna seja Slovenskega doma za ostarele. Navzočih je bilo nekaj več kot 100 ljudi, poročila o delovanju in načrtih tega edinstvenega zavetišča v naši skupnosti so bila pozitivna. Izvoljeni za triletni mandat v odbor direktorjev so bili: Rudolph Kozan, Sutton Girod, Richard Tomšič, Agnes Turk in John Pestotnik. Za eno leto George Baka. Pomožna člana bosta John Dejak in John Cech.

MEDNARODNO POSVETOVANJE O JADRANSKEM PROSTORU
Z zmanjševanjem političnih napetosti in postopnim reševanjem spornih vprašanj med Slovenijo in Hrvaško nastajajo tudi ugodnejši pogoji in ozračje za obnovitev stikov in sodelovanja na raznih področjih.
V	tem okviru je bilo pred kratkim v Dubrovniku mednarodno posvetovanje o Jadranskem prostoru, ki je potekalo pod visokim pokroviteljstvom hrvaškega in francoskega zunanjega ministra Mate Graniče in Herva de Charetta. Med udeleženci so bili tudi slovenski zgodovinarji oz. strokovnjaki z drugih področij: dr. Branko Marušič iz Znanstve-no-raziskovalnega centra SAZU, Anton Žabkar, profesor na Fakulteti za družbene vede v Ljubljani, Janez §u-mrada, prof. Univerze v Mariboru, Andrej Vovko iz Slovenskega šolskega muzeja ter predstavnik Luke Koper Marijan Babič.
Predavatelji so z raznih vidikov obravnavali izbrano temo o Jadranskem prostoru, pri čemer se niso omejili zgolj na preteklost, temveč so dogodke iz zgodovine ocenjevali tudi v luči novejših spoznanj.
V	svojem posegu z naslovom Jadransko morje v slovenski politični misli do prve svetovne vojne je zgodovinar dr. Branko Marušič poudaril, «da morje in z njim Trst za nas nista bila zgolj civilizacijski dejavnik, temveč pravo narodno vprašanje zaradi zemljepisne lege mesta ob povsem slovenski okolici. V bistvu je šlo za razmejitev med Slovenci in Italijani. Problem globalne razmejitve na severozahodnih obalah Jadranskega morja je bilo zelo zapleten zaradi tega, ker so bila mesta italijanska, njihova okolica pa slovenska. Odnos med Trstom in njegovo okolico je bilo sploh osrednje vprašanje slovenskih pogledov na morje in vloge Slovencev
kot pomorskega naroda.«
Dr. Marušič je pri tem citiral slovenskega zgodovinarja dr. Frana Zwitterja, »da obstaja problem mesta in notranjosti eden od temeljnih izhodišč za razumevanje primorskega vprašanja«.
Iz predavanja omenjamo tudi ugotovitev, »da se je slovenski naselitveni val na Trst začel okoli leta 1880. Slovenci so predstavljali sicer majhno, toda zelo pomembno finančno moč, ki jo je krepila tudi Kranjska industrijska družba.
Podatki govore, da je 1910 v Trstu živelo skoraj 60 tisoč ljudi, ki so izjavili, da je njihov pogovorni jezik slovenščina. V tistem letu pa je Ljubljana imela približno 42.000 prebivalcev, med katerimi je bilo 6 tisoč Nemcev.
Dr. Branko Marušič je v predavanju ocenil tudi nadaljnja obdobja dogajanj na Jadranskem prostoru, svoje izvajanje pa je končal s poudarkom, »da nova slovenska država odi. 1991 dalje tudi glede morja vodi svojo samostojno politiko«.
Predstavnik Luke Koper Babič je v svojem predavanju na mednarodnem posvetovanju v Dubrovniku obširno predstavil razvoj tega slovenskega pristanišča in njegove projekte za bodočnost. Poudaril je, da je promet v Luki v letu 1959 znašal okoli 61.000 ton raznih tovorov, v letu 1996 pa že nad 6.542.000 ton. Razvoj Luke Koper naj bi močno spodbudilo pričakovano članstvo Slovenije v Evropski zvezi.

21. novembra 1916 je umrl stari cesar Franc Jožef. Njegovo vladavino, ki je trajala več kot 60 let, še danes označujejo za zlato dobo avstrijskega cesarstva. Z njegovo smrtjo so se pričeli odvijati dogodki, ki so dokončno pokopali habsburško cesarstvo v srcu Evrope.
Avstrija je bila takrat v vojni z zahodnimi zavezniki, je pa že pričela tipati za možnostjo separatnega miru. Franc Jožefov naslednik, nečak Karl, je bil v dunajskih krogih poznan kot omahljiv človek, omahljiv v smislu, da je več ali manj uvidel, da država v stari obliki ne bo mogla obstati, poleg tega je bil naklonjen ideji tria-lizma, se pravi, načrtu, po katerem bi bila Avstrija razdeljena v tri samoupravne enote: nemško, madžarsko in slovansko (ki bi vključevala tudi Slovence).
Dobre tri mesece po Franc Jožefovi smrti so v vojno vstopile tudi Združene države, v Rusiji pa je izbruhnila marčna (demokratična) revolucija, kar vse je dvignilo samozavest slovanskih narodov v okviru Av-stroogrske monarhije.
Cesar Karl, zaskrbljen za nadaljno usodo svojega prestola, je sklenil ponovno sklicati avstrijski Državni zbor, ki že tri leta ni zasedal. Zdaj naj bi bila pretresena vsa kritična vprašanja odnosov med posameznimi narodnostnimi skupinami v cesarstvu. Zasedanje naj*bi se pričelo 30. maja 1917.
Takratna slovenska politika
Uradno slovensko politiko v tistih časih je vodil cesarju vdani deželni glavar dr. Ivan Šušteršič, predsednik Slovenske ljudske stranke, opozicijsko pa dr. Janez Evangelist Krek in dr. Anton Korošec. Njuna politika je bila po smrti Franca Jožefa več ali manj usklajena s politiko Narodno napredne stranke, ki jo je vodil dr. Gregor Žerjav. Ta politika se je zavzemala za skupno državno enoto, v kateri bi bili vključeni vsi v Avstriji živeči pripadniki južnoslovanskih narodov, se pravi Slovenci, Hrvati in prečanski Srbi.
Ko je cesar Karl sklical Državni zbor, so češki poslanci obvestili dr. Korošca, da nameravajo na tem zasedanju predložiti svojo državnoprav-'no deklaracijo in ga pozvali, naj isto storijo južnoslovanski poslanci. Korošec je bil takrat predsednik Hrvaško-sloven-skega kluba poslancev, je pa s poslanci iz Dalmatinskega kluba že vodil pogajanja za ustanovitev Jugoslovanskega kluba poslancev.
Ponovno zasedanje avstrijskega Državnega zbora 30. maja 1917 se je tudi njemu zdelo primeren trenutek, ko naj bi bile težnje južnoslovanskih narodov v avstroogrski monarhiji javno izpovedane.
Zato je za 29. maj sklical zasedanje Hrvaško-slovenskega kluba, povabil pa je tudi oba

srbska poslanca, da se jim pridružita v novem Jugoslovanskem klubu. Ko je dal predlog za ustanovitev tega kluba na glasovanje, so bili poslanci mnenja, da je najprej treba formulirati deklaracijo samo, da bi tako poslanci jasno vedeli, za kaj se klub zavzema, in se šele nato odločili, ali pristopijo ali ne.
Nastanek Majske deklaracije
Tako je bila deklaracija napisana 29. maja 1917 ob pol devetih zvečer (obstaja faksimile dokumenta). Poslanci so jo odobrili in se nato združili v Jugoslovanski klub.

PITTSBURGH, Pa. - Naj tu omenim spomin na leta, ko je vsemogočna komunistična oblast izvrševala v svoji »svobodi« nasilno diktaturo nad pisano besedo. Prof. dr. Franc Rode je pred leti — naj omenim le en slučaj — napisal dolg referat na 15 straneh. Tu imam precej izpisanega iz tistega referata, a je predolgo pisanje za časopis.
Komunistična cenzura je prepovedala tiskati Rodetov referat v Sloveniji. Bilo je »protidržavno« besedilo. Referat omenja:	»Več kot
polovica duhovnikov je šla skozi ječe, temnice, prisilno delo. Treba je priznati, da so se dobro držali ... Ti ljudje so vzdržali tri, pet, osem, deset let, ne da bi zatajilo svojo vero.«
Referat omenja papeža Janeza Pavla II., ko je 20. okt. 1978 v prvem nagovoru diplomatom nakazal: »...da bi se mogli kristjani brez posebnih privilegijev, vendar v vsej pravičnosti vzgajati v veri, obhajati verske obrede in imeti kot pošteni državljani enakopraven položaj v družbi...«
Morda je komunistični o-blastnik bil jezen na stavek, ki ga je živo zadel: »Zločin je zločin, tudi če je storjen v imenu revolucije.«
Naj bo tu objavljen še en spomni na pisanje dr. Franca Rodeta. Bilo je objavljeno v Družini in Amerikanskem Slovencu pred leti:

Na zasedanju Državnega zbora naslednji dan, jo je kot predsednik Jugoslovanskega kluba poslancev prebral dr. Anton Korošec. Poslanci so se tudi obvezali, da na zasedanju Državnega zbora ne bodo so delovali, če deklaracija ne bo sprejeta.
Sprva deklaracija ni izzvala kakšnega posebnega zanima nja med Slovenci, ko pa Se Je vojna nedvomno pričela Prl bliževati koncu, je med ljudmi naraščala agitacija za jugos o vansko državo IZVEN ha f burškega okvira. Moje ime je Kristopher Hočevar. Živim v Wickliffu, Ohio, in sem star 15 let. Moja mama je Marjanca Hočevar. Moja stara starša pa sta Matija in Marija Hočevar z Richmond Hts., Ohio.
V Sloveniji hodim na SKG (tj. Škofijska klasična gimnazija-Diocesan classical grammar school) v Šentvidu. Med tednom stanujem v dijaškem domu, čez vikend pa v Ljubljani pri skrbnikih. ^ Soli se učim: slovenščina, matematika, biologija, zemljepis, angleščina, nemščina, zgodovina, verouk. Imam tudi precej telovadbe.
Solo začnem ob 7.50 in končam ob 14.05. Zjutraj se zbudim °b 6.30 in se pripravim za jutranjo molitev; po molitvi grem na zajtrk in po knjige za šolo. Po šoli imam prosti čas do štirih. Potem imam učne ure do 7.30. Takrat naredim nalogo, berem, ali pa učim. Večerjo imamo ob 7.30. Po večerji grem lahko v telova-nico ali pa se zabavam s prijatelji in prijateljicami. Ob desetih •mamo nočni mir. V sredo grem plazat, če imam čas.
ZGODOVINA SOLE

Po vstopu SLS v postkomunistično vlado	KOMENTAR
SLOVENIJA JE POLITIČNO OPUSTOŠENA
IVO ŽAJDELA
Ljubljana — Po nekaj mesecih vladne koalicije med Liberalno demokracijo in Slovensko ljudsko stranico lahko govorimo o tem, kar smo ob nastanku te koalicije vedeli, namreč da bo s tem Slovenija usodno šla po poti navzdol. Pa seveda ne le na zunanjepolitičnem področju, na kar nekateri zelo opozarjajo. S fanatičnim rinjenjem »v Evropo« naj bi postali novodobna kolonija, v kateri bo razviti Zahod prodajal svoje izdelke, poleg tega pa bomo z vstopom v zvezo Nato postali še sanitarni kordon (neke vrste obrambni zid) pred razpadajočim Vzhodom.
Kaj bo z našim kmetijstvom, kaj z našo zemljo, kaj s tistimi nekaj uspešnimi gospodarskimi in turističnimi objekti, ki si jih bodo z našim vstopom prav gotovo podredili bogati tujci, tega naših oblastnikov ne zanima preveč. Važna je le njihova trenutna podoba in seveda korist.
S tako imenovanim »španskim kompromisnim predlogom« smo pri vstopanju v Evropsko zvezo tej obljubili nekaj, kar ni bilo potrebno v tej fazi nobeni drugi državi, ki se je pridružila ali se pridružuje EZ. Nobeni drugi državi ni bilo potrebno pred njeno vključitvijo v EZ povsem liberalizirati nepremičninskega trga (prodaja zemlje), samo mi moramo zdaj, še preden bomo postali polnopravni član EZ, omogočiti prodajo zemlje tujcem. Naj večjo odgovornost za to nosita Drnovšek in Peterle.
Razmere v notranji politiki
Toda veliko bolj usodno od zunanjepolitičnega dogajanja je stanje v notranji politiki. Komunisti so prišli nazaj na oblast spomladi 1992. Pred tem Demos, razen osamosvojitve, ni naredil nobenih pomembnih rezov, s katerimi bi prerezal gosto prepredeno popkovino s komunističnim sistemom. Bolj od formalne demokracije je bila tu pomembna kadrovska prevetritev, ki pa je ni bilo.
Na spretno lansirane očitke o revanšizmu je takratni Demosov predsednik vlade Lojze Peterle že septembra 1990 pohitel z izjavami, da on ni noben revanšist. Ko so ga komunisti s to provokacijo postavili v defenzivni položaj, so dosegli pomembno zmago in so potem na teh umetnih očitkih in vsiljenem občutku krivde samo še nadgrajevali.
Pravzaprav bi razen kakšnega posameznika danes težko našli v takratnih Demosovih vrstah osebo, ki bi se zavedala pomembnosti trenutka. To, kar je bil nekoč v parlamentu

Napačno ravnanje SKD
Prihod »iz komunističnih katakomb« v začetku devetdesetih let je Krščanske demokrate pod vodstvom Lojzeta Peterleta povsem zmedel. Koščki oblasti, ki so jo okusili, so jih upijanili, tako da se niso bili več sposobni zavedati odgovornosti pred svojo volilno bazo. S svojim vstopom v Drnovškovo vlado januarja 1993 so zapečatili usodo vseh tistih, ki jih je komunizem preganjal, odkrival in poniževal.
Še prej (avgusta 1992) so, kot v neke vrste predigri, porezali krila takrat uspešno razvijajočemu se dnevniku Slovenec. Potem smo morali štiri leta poslušati množico raznovrstnih besed, od tistih čisto zblojenih do fraz, ki so jih kdaj pa kdaj morali izreči, da so zapihali na dušo svojim volilcem.
Ti so dolgo časa slišali samo te zanje »mile viže«, saj je SKD še na lokalnih volitvah jeseni 1994 triumfirala. Sele dve leti kasneje, na parlamentarnih volitvah novembra 1996, so se mnogim odprle oči. SKD je postala velik poraženec teh volitev, kar pa je vplivalo tudi na skupno usodo strank slovenske pomladi.
Toda SKD je bila veliko bolj poražena, kot to kaže volilni rezultat, po katerem je dobila devet poslanskih mest. Stranko že ves čas od volitev naprej pretresajo in hromijo močni notranji spori. Poleg zgrešene politike stranko danes posebej tepe to, da se nikoli ni znala notranje kadrovsko očiščevati. Odrinjenje nekdanjega tajnika Edvarda Staniča, ki je v času od leta 1992 do 1994 tako rekoč vodil stranko, je bilo mnogo premalo. V stranki vedri in oblači množica oseb, ki ji dajejo pečat; eni so v stranki zgolj zaradi karierizma, drugi pa tudi zato, da kot vrinjenci stranko najedajo od znotraj. Imena enih in drugih so danes znana.
Po volitvah je SKD oziroma njen predsednik Lojze Peterle končno začel zagovarjati skupno politiko strank slovenske pomladi. Se pred volitvami se je SKD držala zase in ni hotela podpisati skupne izjave o skupnem povolilnem nastopanju pomladnih strank. Ne vem, zakaj je Svobodna Slovenija
krivdo za neuspeh predvolilne povezave pomladne koalicije preko svojega posebnega dopisnika pripisoval Ljudski stranki in Socialdemokratom, čeprav je bila resnica povsem nasprotna.
Čeprav je SKD vložila veliko truda v predvolilno propagando, se je znaten del njihove volilne baze na koncu vendarle prebudil in je raje volil katero od drugih dveh možnosti.
Danes mnogo v SKD napadajo Peterleta in zahtevajo njegov odstop, vendar je tragika te stranke v tem, da ne ponujajo boljše alternative, še najmanj pa so to osebe, ki bi bile zagotovilo, da bo SKD končno postala trdna in načelna stranka, ki bo zvesto izpolnjevala svoj program, program, ki je bil dozdaj samo mrtva črka na papirju.
SLS po poti SKD
Danes pač lahko samo žalostno zapišemo, da sta bila SKD in časnik Slovenec veliki priložnosti, ki pa sta bili na grd način zapravljeni zaradi udbovsko-komunističnih vrinjencev in gole sle po karierah. Tu bi lahko naredili čez to žalostno zamujeno zgodbo križ, če ne bi bila prototip za še hujšo ponovitev. Tokrat v obliki SLS.
Že pred volitvami, še posebej pa po volitvah, smo lahko poslušali visokodoneče izjave Marjana Podobnika, predsednika SLS, o skupni poti pomladne koalicije. Se posebej je to prišlo do izraza, ker sta tudi drugi dve stranki izražali to skupno voljo, Janševa SDS tako ali tako, prijetno pa je presenetila tudi Peterletova SKD.
Toda v zaklinjanju je prednjačil posebej Marjan Podobnik, tudi zato, ker je SLS požela veliko volilno zmago in je postala najmočnejša pomladna stranka. Kar dva meseca smo poslušali, kako ima pomladna koalicija večino v parlamentu (volilni rezultat med levico in desnico se je zaustavil natanko na polovici: 45 proti 45).
V te izjave smo seveda verjeli, saj bi lahko pomladna koalicija sestavila vlado le v primeru, da pridobi nekoga iz levega tabora. Tako pa smo poslušali brezplodne izjave o tem, da poslanca obeh narodnosti ne bi smela voliti za mandatarja, s čimer bi levica imela le 43 poslancev.

ozadju, sta imela glavno besedo Marjan Podobnik in Janez Janša, zaradi zmage pa je prednjačil Podobnik.
Najprej bi se morali vsi trije predsedniki zavedati, da je rezultat 45 proti 45 le matematično izenačen, v resnici pa imajo prednost postkomuni-sti, saj je njihovih 45 poslancev veliko bolj idejno trdnih, kot pa 45 poslancev pomladi. In že to je narekovalo, da na vsak način morajo najti zaveznika v nasprotnem taboru.
Tako pa je desnica prepustila to možnost (da pridobi nekoga iz nasprotnega tabora) levici tako po volitvah leta 1992 kot po zadnjih pred nekaj meseci. Se posebej tragičen je ta zadnji poraz, saj je desnici uspelo sanirati razliko, ki je zaradi Jelinčičeve prevare nastala leta 1992 in je zdaj dosegla petdeset odstotkov glasov. Zgodovinski trenutek je od pomladnikov zahteval, da iz tega rezultata iztržijo maksimum.
Tako pa smo doživeli poraz, ki je za pomlad usoden. Post-komunisti so namreč za popolno prevlado v Sloveniji rabili samo še en mandat, v katerem bodo polastninili še tiste zadnje ostanke (zavarovalnice, banke), ki jih doslej niso uspeli. Potem ko bodo imeli kadrovsko praktično vse trdno v svojih rokah pa je lahko na oblasti tudi kdo drug. Ta toliko potrebni mandat, med katerim bi lahko prišlo še do kakšnih revizij dosedanjih nepravilnosti, so torej dosegli. Toda tokrat so kupili Slovensko ljudsko stranko.
Prav gotovo je bilo narejenih v treh mesecih povolilnih dogovarjanj o sestavi vlade nekaj usodnih strateških napak. Mogoče so Janšo in Peterleta, tako kot vso javnost, zavedle obljube Marjana Podobnika o njegovi zvestobi pomladni koaliciji. Toda vse ostale postavke so bile očitni elementi nevarnosti.
Naj večja samoprevara je bila v tem, da se bo na drugi strani (pri postkomunistih) kar našel nekdo, ki bo pristopil v pomladni tabor ter s tem odločilno premaknil tehtnico v korist pomladi. Pomladni trojček se je sicer pogovarjal s strankami iz nasprotnega tabora, vendar očitno pri tem ni bil dovolj resen, saj ni pridobil na svojo stran prav nikogar.
Ta dopis je posredoval g. Vinko Levstik iz Gorice s prošnjo za objavo. Gre seveda za komentar posameznika, ki že več let zelo odločno piše o dogajanjih v Sloveniji z jasnimi stališči. Njegovi pogledi so pa seveda njegovi in se morejo bralci strinjati z njimi ali ne, kakor pri vsakem dopisu, objavljenem v tem listu.

Popolnoma jasno je, da bi v takšni situaciji pomladniki morali iskati najšibkejši člen v nasprotnem taboru, mu ponuditi veliko več, kot bi si ta po volilnem rezultatu zaslužil (le s tem bi ga pridobili na svojo stran), s čimer bi potem lahko sestavili vlado in prišli na oblast.
Trenutna politična konstelacija sil na Slovenskem je pač takšna, da bi pri tem morali zaradi višjih interesov - tako lastnih kot celotnega naroda -za trenutek pozabiti tudi na kakšno načelo ter zamere in predsodke iz preteklih let. Zal je volilni rezultat to zahteval. Pomladna koalicija pa je čakala in čakala.
Toda čakal je tudi postkomunistični tabor, le da je čas delal za njih. Oni so se tako po prejšnjih volitvah kot po teh zadnjih zavedali, kaj morajo početi. Le pomladniki se tega niso zavedali, zato je bil poraz neizbežen.
Ce je bil Peterle nekoliko v ozadju, pa bi se moral Janez Janša, kot ves ta čas do zdaj neformalni prvak desnice, zavedati nekaterih velikih nevarnosti, ki so bile prisotne. Poleg pravkar povedanega je bilo prisotnih kar še nekaj elementov, na katere bi moral paziti.
Predvsem je tu specifični položaj, v katerem seje znašla SLS. SLS je namreč dosegla veliko zmago, saj je postala naenkrat najmočnejša med pomladnimi strankami. To ji je dalo veliko samozavest, toda povečalo je tudi njene apetite. Ta stranka je edina od ostalih dveh, ki je bila praktično ves čas v opoziciji. V politiki pa nekdo nastopa zato, da bo na oblati. Poleg tega se je SLS pokazala kot zelo potratna stranka, zaradi česar se je morala zelo zadolžiti že na volitvah leta 1992.
Njen dolg s številnimi hipotekami se je vlekel ves ta čas. Toda to očitno ni bilo dovolj,
ampak se je stranka na teh volitvah še dodatno zadolžila. Med vsemi strankami je porabila celo največ denarja za volilno kampanjo.
Četrti pomemben element pa je v sestavi poslancev, ki jih je ta stranka zdaj pripeljala v državni zbor. Razen morda ene osebe je tako rekoč vseh ostalih 18 mladih ljudi, ki jih bolj kot ideja ter interesi desnice zanima kariera.
Vse to skupaj je bilo prav alarmantna mešanica, ki jo je kar razganjalo po sli po oblasti. Prav zaradi te nevarnosti bi moral Janša vleči nekatere poteze, ki jih je zaradi načel opuščal. Tako pa se zgodilo, da pomladni koaliciji (zaradi premalo truda!) ni uspelo pridobiti večine, kar je na koncu SLS izkoristila in izskočila iz pomladnega trojčka.
Pri tem usodnem skoku pa se ni prav nič vprašala, kaj to pravzaprav pomeni za narod, predvsem pa za tisto polovico volilcev, iz katere izhaja. In prav za to polovico volilcev v Sloveniji ves čas gre! Gre za popravo krivic in za politično, družbeno in gospodarsko emancipacijo. In šele to je pogoj za izenačevanje obeh narodovih polovic: doslej privilegirane in zapostavljene. To je tudi osnova za spravo. Vsako govorjenje o spravi brez tega pa je napačno.
Strategija poskomunistov
Postkomunisti seveda niso neumni. Drnovšek je dal Podobnikovi SLS kar osem ministrskih mest. Vedel je, da to za ohranitev postkomunističnega imperija ne pomeni tako rekoč nič, hkrati pa s tem ta imperij pridobi še ta potrebni mandat. Poleg tega, da gre za manj državotvorna ministrstva, pa je SLS še tista, ki jih je dobila, le s težavo zapolnila s kadri, saj sta brata Podobnik vsa ta leta skrbela, da stranka ni imela kadrovske baze. Tako lahko za nekaj ministrov SLS mirno rečemo, da so bolj privrženci levice, kot pa desnice.
Po vsej množici izgovorjenih besed (obljub) ni Marjanu Podobniku zdaj preostalo nič drugega, kot da z razmetavanjem obljub nadaljuje, saj le na tak način lahko za nekaj časa zakrije hud razkorak med besedami in dejanji. Vendar so komunisti že tako trdno na oblasti (ter v vseh porah družbe), da lahko prepuste partne-

MAJSKA DEKLARACIJA
(nadaljevanje s sir. 14) liberalci, se pravi naprednjaki, in da oni zato nosijo odgovornost za ves nadaljnji razvoj. Slovenska delegacija je namreč potovala v Beograd brez dr. Korošca. Ta je takoj po končanih sovražnostih hitel v Švico, da na pogajanjih z Nikolo Pašičem, predsednikom srbske vlade, zagotovi Sloveniji čim ugodnejši položaj.
Toda Korošec je imel ob sebi dr. Gregorja Žerjava, ker je - modro - uvdil, da mora v tako usodnem času in na tako odgovornih pogajanjih zagotovo govoriti v imenu vsega naroda, ne le ene same stranke. (Načelo, ki se nekaterih kasnejših slovenskih politikov ni prijelo.)
Toda s tem smo prehiteli zgodbo. Gledano iz današnje perspektive je namreč upravičeno vprašanje: kaj je v resnici pomenila Majska deklaracija, za kaj so se takrat izrekli Slovenci?
Zdi se, da je bil narod po prvem omahovanju in cincanju pravilno informiran in da se je to zgodilo na zgodovinskih »taborih«, ki so se vršili v zadnjem letu prve svetovne vojne na slovenskih tleh. Dr. Krek pa je v enem zadnjih člankov, ki jih je napisal pred smrtjo, opozoril Slovence, da »narodna avtonomija brez državnosti nima življenjske vsebine...«
Brez državnosti. Spodrsljaj v Beogradu, pa naj je bil posledica italijanskega pritiska na stare meje ali pa »liberalnih spletk«, se je torej primeril, ker so takratni slovenski predstavniki računali, da lahko še počakajo z drugim delom Krekovega »recepta«, da »državnost« zanje še ni kritičnega pomena, da jo lahko nekako prekrijejo z »jugoslovansko« državnostjo in s tem rešijo tudi mučen položaj, ki je nastal 30. novembra v Beogradu, ko jih je srbska vlada takorekoč postavila pred nemogočo izbiro: ali srbska dinastija, ali pa negotovost v odnosih z Italijo.
Seveda je šel razvoj naprej in posledice napake, storjene ob rojstvu prve Jugoslavije, so se razrasle ne le po Sloveniji, temveč tudi po Hrvaški in Srbiji in slednjič pripeljale do
današnjega stanja, ko bi se lahko upravičeno vprašali: ali ni bila morda tudi Majska deklaracija in vse, kar ji je sledilo, ena sama napaka? Navsezadnje smo danes v nekem protislovnem položaju, ko bi lep del Slovencev najbrž izjavil, da mu je bližnji Avstrijec, kot pa Srb. Ali pa je bilo vse skupaj - račun brez krčmarja?
Sama množičnost majniškega gibanja pa nam narekuje, da moramo Majsko deklaracijo ocenjevati kot eno usodnih razpotij v zgodovini slovenskega naroda. Dejanje samo je bilo gotovo osvobajajoče, državniško, čeprav takratno slovensko politično vodstvo ni poskrbelo za uresničitev njegovega drugega dela.
Vse, kar se je zgodilo v letih, ki so potekla od Koroščevega govora v dunajskem parlamentu do proglasitve slovenske državnosti pred šestimi leti, je bil torej intermezzo, v katerem je narod živel v objemu utopistične ideje južnoslovanskega bratstva, ki pa vsled popolnoma drugačnega tolmačenja te ideje na drugem p°'u in nesrečne Aleksandrove politike integralnega jugoslovanstva, ni zaživela.
Obžalovanja vredno je *e dejstvo, da po Evangelist11 Kreku in dr. Korošcu niti slovenska večinska niti manjšinska stranka ni dala od sebe voditelja njunega kalibra, kar se je v tem obdobju tragično maščevalo ne le njuni stranki, temveč vsemu slovenskemu narodu.

Nef, Rev in Tat so že spremenile poglede na način okužbe in izboljšale možnosti za pripravo učinkovitejših zdravil
Nemara se je v San Franciscu kdaj pa kdaj nevarneje voziti s podzemno železnico, kot se ukvarjati z raziskovanjem virusa HIV v laboratoriju. Seveda je bilo sprva delo s povzročiteljem še vedno smrtonosne bolezni opredeljeno z veliko sti'ožjimi varnostnimi predpisi kot zdaj, ko stroka potrjuje že nekaj časa znano, vsaj eno srečno okoliščino - ranljivost m nemoč virusa zunaj človekovega telesa. To je bilo pojasnilo, kije sodilo že v drugi del nastopa, odmev na pravo točo vPrašanj iz nabito polne pre-davathke Instituta Jožef Stefan, kjer je Prof. dr. MA TU A JsTERLIN predaval o človeškem virusu imunske pomanjkljivosti.

Razumljiva zadržanost »Celih deset let smo dokazovali, preden smo uspeli kolege prepričati, da imamo prav,« je tako med drugim med predavanjem o zapleteni vlogi Nef, Rev in Tat, dejal prof. Peterlin. Taka zadržanost v strokovnih krogih je razumljiva, saj je pri tem potrebno upoštevati predvsem dejstvo, da so v minulem vsaj poldrugem desetletju že ničkolikokrat prehitro razglašali dobljene rezultate za dosežke, pri katerih se je pozneje izkazalo, da so se veselili preuranjeno.
In končno gre seveda ob vsej požrtvovalnosti in dejansko prevladujočem humanem motivu — pomagati po nekaterih ocenah zdaj še kakšnim 30 milijonom okuženih z virusom HIV in mnogim bolnikom, ki so že zboleli za aidsom — vedno tudi za vprašanje prestiža.

Gre za še eno znanstveno področje, na katerem se je zelo uveljavil strokovnjak slovenskega rodu, o katerem pa običajno ne zvemo kaj dosti. Pričujoči članek je izšel v Delovi rubriki »Znanost«, pripravila ga je novinarka Dragica Bošnjak, ki pogostokrat poroča tudi o delovanju izseljencev in jo zaradi tega mnogi tudi poznajo.

vno transkriptazo premakne iz citoplazme do celičnega jedra, kjer se nastali provirus vključi v genetični material celice. Odtlej naprej deluje ta provirus kot navaden človeški gen.
Celične beljakovine pomagajo — in to je ta še vedno pretrd oreh za vso znanost, kar je premore današnji svet — pri razmnoževanju virusa. Ob tem pa pride do sinteze malih virusnih beljakovin, imenovanih Nef, Rev in Tat, ki regulirajo razmnoževanje virusa.
Tri pomembne beljakovine
V laboratoriju prof. Peterlina raziskovalci že vrsto let sistematično raziskujejo tri beljakovine. Identificirali so glavne celične beljakovine, ki sodelujejo z virusnimi beljakovinami. Ugotovili so, kako delujejo in pri mnogih tudi to, kako bi lahko te aktivnosti preprečili.
Kot je še pojasnil, se z naštetimi tremi regulatornimi beljakovinami oblikujejo novi virusi ob celičnih membranah. V okuženih celicah nastane na milijone novih virusov, celice pa od preobremenitve in nastalih por, ki jih povzroča virus, propadejo. Sčasoma to povzroči pomanjkanje imunološke obrambe, kar postopoma privede do razvoja bolezni, do aidsa.
Na vprašanje, zakaj se je odločil s svojo skupino raziskovati prav omenjene tri proteine, profesor pojasnjuje, da zaradi tega, ker so pač ključne pri procesu razmnoževanja virusa. Posebnost pri tem je, »da so edinstveni, majhni, da se jih je bilo nekako lažje lotiti kot samega virusa, ker je bilo v začetku to tudi bolj nevarno, za to na splošno v stroki ni bilo toliko zanimanja in je pomenilo svojevrsten izziv in končno je temu botrovalo že

veliko znanja o transkripciji.« Nenehen spopad virusov z imunskim sistemom
Nemara je ob tem za boljše razumevanje treba vsaj v grobem pojasniti nekaj temeljnih pojmov (virusi in retrovirusi, celice T, transkriptaza...), ki se najpogosteje ponavljajo v strokovni terminologiji, tako pri temeljnem raziskovanju, predvsem pa tudi pri zdravljenju.
Virusi, ki so izredno majhni, sestavljeni iz nekaj sto molekul, se ne morejo razmnoževati brez tuje pomoči, ki jo, seveda ne ker bi hotele, ampak tako pač funkcionirajo, dajo celice imunskega sistema telesa, ki so ga virusi napadli.
Običajno so specializirani in HIV je specialist za vrsto limfocita, to je celice imunskega sistema, ki se imenuje celica T. Naloga te celice, imenovati so je mogoče kar pomočnica, je krepiti prvo bojno črto obrambnega sistema telesa, v kateri so celice za izdelavo protiteles in celice za nadzorovanje bakterijskih in glivičnih okužb.
Večina virusov je sestavljena iz DNA in proteinov, HIV pa

spada med tiste posebneže z imenom »retrovirusi«, katerih geni so sestavljeni iz RNA; v virusu HIV vsebuje devet, z drugimi besedami devet načrtov za enega ali več tipov proteinov, ki so potrebni za izdelavo novih virusov. Ti proteini so potem torej tisti ključni dejavniki, ki spravljajo viruse v celico in jo nato »prepričajo«, da s pomočjo genetskega zapisa na stari RNA izdela nov protein in nov RNA.
Različna protivirusna zdravila — in ko gre za viruse je to vedno najtežje — naj bi čimbolj učinkovito razbila tako opisani življenjski krog virusa, kajpada s kar najmanj škode za bolnika.
V	strokovni literaturi je veliko poročil bolj ali manj obetavnih novih zdravilih in o preskušanju raznovrstnih »koktajlov«. V tem primeru je to kar primeren izraz, saj v resnici mešajo po več zdravil v različnih razmerjih hkrati oziroma v raznih predpisanih »shemah«. -
Vsa ta zdravila napadajo virus predvsem tako, da poskušajo bolj ali manj uspešno blokirati encime, ki so pomembni za (že opisano) ohranjanje in razmnoževanje virusa HIV. Encim RT (Reverse Transkrip-taze) ima tako imenovano prevajalsko funkcijo in skrbi za prepis dednih informacij z RNA v DNA; brez pomoči tega encima virusi aidsa ne morejo »prisiliti« celic, da bi izdelovale virusu lastne beljakovine — in razmnoževanje virusa je s tem blokirano.
Drugi encim pa se imenuje proteaza — razbija proizvod dveh naj večjih virusnih genov v uporabne proteine. Različna zdravila, ki jih postopoma registrira tudi ameriška FDA (tj. Food and Drug Administration), onemogočajo ta proces proteaze, in se zato tudi imenujejo »zaviralci proteaze«; virus napadejo v trenutku, ko pokuka iz gostiteljičinega jedra in pripravijo celični mehanizem do tega, da začne izdelovati nove virusne proteine.
V	strokovni literaturi je tudi precej poročil o tem, kako so ta nova spoznanja že v pomembni meri, -po nekaterih podatkih celo za stokrat, upočasnila razmnoževanje razdiralnega virusa. Vendar je tudi ta impozantna številka relativna. Vsak dan namreč nastane

v telesu kakšnih deset milijard virusnih »delcev«, kar pomeni, da je vedno latentna nevarnost za mutacijo.
Kako to poteka? Proteaza HIV »odreže« polipeptidne predhodne proteine v manjše funkcionalne strukturne proteine in virusne encime. Rezultat motenja tega normalnega procesa predhodnih proteinov so novi virusni delci, ki so nezreli in nekužni. Ne morejo okužiti drugih zdravih celic imunskega sistema, tako da se širjenje virusa HIV iz celice do celice dramatično upočasni. Odkrivanje virusove ranljivosti
Vendar pa je to zelo zapleten, še vedno ne povsem raziskan proces, ujet v nekakšne cikle. Ko se torej virus množi, so ti mutanti v boju z imunskim sistemom gostitelja podvrženi močni naravni selekciji, dokler se nazadnje ne pojavi takšen, ki nazadnje porazi imunski sistem; gostiteljeve celice T umirajo hitreje, kot so se sposobne obnavljati in do bolezni je le še korak. Zlasti možgani lahko postanejo zadnji rezervoar virusa, saj mu zaradi posebne pregrade, ki skrbi za zaščito tega vitalnega organa, mnoga zdravila tja ne morejo slediti.
Ampak kljub vsemu, že omenjeno ranljivost virusa v zunanjih okoljih strokovnjaki odkrivajo tudi na drugih točkah njegovega trdoživega vztrajanja v organizmu in nebrzdanega razmnoževanja. Že omenjeni Nef, Rev in Tat deje-jo po besedah prof. Peterlina precej upanja, da jim bo to prej ali pozneje uspelo.

DISPOSITION OF PRIVATE PROPERTY WITHOUT OWNERS’ CONSENT BY SLOVENIAN GOVERNMENT
The Association of Former Owners of Expropriated Property in Slovenia [Združenje lastnikov razlaščenega premoženja — ZLRP] herewith notifies the public of illegal sales of enterprises, operated by state, which are by law private property. Although conducted with the approval of Slovenian Government and its Agencies, these sales are illegal. Any shares purchased in such enterprises are worthless.
Human Rights Violation
It is a matter of grave concern to the Association of Former Owners of Expropriated Property (Association) that Slovenian Government and its Agency for Restructuring and Privatization [Agencija Republike Slovenije za prestrukturiranje in privatizacijo] willfully violates the statutory provisions and the Constitution of the Republic of Slovenia.
The Agency ignores the fact that private property is a fundamental human right guaranteed by the Constitution of the Republic of Slovenia.
Laws
The currently valid laws, the Law on Denationalization [Zakon o denacionalizaciji — ZDEN] and the Law of Privatization, enacted by the Slovenian Parliament in 1991 and 1992 respectively, make any formal registration of newly formed companies without participation of the original owners invalid. Without the consent of the expropriated former owners, all sales, based only on Slovenian government’s agreements to restructure state enterprises into privately held corporations, are illegal.
Because of the changes that occurred to the enterprises in the intervening interval of fifty years, the process of returning the nationalized enterprises is further regulated with the Law on the Restructuring of the Enterprise Ownership [Zakon o lastninskem preoblikovanju podjetij — ZLPP]. According to this law it is first necessary to establish what portion of the value, as it exists today, belongs to the former owners. Only after this has been defined and agreed upon by the former owners and current management, the remainder of the property can be distributed to other parties.
The laws also state that the expropriated former owners own a portion of the capital in the currently owned state enterprise to be denationalized and that as the known owners they cannot be excluded from
the process establishing new ownership relations.
Return of Private Property
In accordance with the Law on Denationalization, the expropriated former owners of enterprises, or their heirs, have duly presented claims for restitution of nationalized property and capital, such as cash, for which they were never compensated.
VIOLATIONS OF LAW
The Agency, however, by repeatedly denying the right of participation to private owners of capital in the process of privatization, has been engaging in many unlawful acts.
The expropriated former owners are entitled to be included as parties to the process of establishing the ownership. The Law oti Privatization defines them as the first known owners and provides that their share in the enterprise be secured by an interim decress or a written agreement before the privatization process begins.
In all the enterprises where the law was violated and the above mentioned first step was either omitted or carried out in an unlawful or unconstitutional manner, the expropriated former owners should have the right to participate in the continuation of the process of establishing the ownership in accordance with the rules. Yet, this right was consistently denied to them by the Agency.
Although it publicly denies it, the Agency bypassed the expropriated former owners by several unlawful devices.
— First, the Agency failed to verify that the determination of asset values belonging to the former owner was indeed carried out without bias by the insiders, i.e., the managers of each enterprise.
— Next, the Agency denied to the former owners the standing of a party to the process, inasmuch as this is an administrative procedure. By according the standing of the party to the process only to the management the expropriated former owners, the Agency violated Article 22 of the Constitution of the Republic of Slovenia, disregarding the basic constitutional right to the equal protection of laws.
— The Agency also violated Article 3 of the Administrative Law (Uradni list Republike Slovenije, page 67/94), which provides that the administration must, in cases where it is deciding the administrative matters, rights, obligations, and legal entitlements of individuals and organizations, ensure that each party receives an equal protection of the rights or interests to which it is entitled under the law.
Denial of Equal Protection of Laws
In accordance with Articles 5 and 149 of the Law on General Administrative Proceedings [Zakon o splošnem u-pravnem postopku — ZUP, Uradni list SFRJ, pages 48-86] the expropriated owners have the standing of a party in an administrative proceeding in the process of establishing the ownership. Because the conflicting interests of the state enterprise and the expropriated former owner, the law, in Article 149, provides for mandatory hearings. Omission of the prescribed procedural safeguards is a serious violation of the law.

rici, ki jim omogoča še naprej mirno vladanje, kar precej manevrskega prostora.
Drnovšek je tako Marjanu Podobniku prepustil številna protokolarna opravila, s katerimi ga bo še bolj uspaval. Tako hodi Podobnik na različne prireditve, odpira sejme, daje izjave novinarjem, Drnovšek pa v ozadju mirno vlada.
Posledica vsega tega je, da se je tudi medijski prostor izredno zaprl. Tako zaprtega prostora ni bilo tako rekoč deset let. Ostala je le revija Mag, ki pa se zaradi pehanja za bralce preveč ukvarja s trivialnimi temami, vnemar pa pušča nekatera ključna področja. Tako se Mag nikoli ni niti dotaknil vprašanja komunistične revolucije ter vseh mogočih njenih posledic, ki jih čutimo in jih bomo še dolgo čutili.
S porazom pomladne koalicije je v vodo padel tudi skupni projekt novega dnevnika (Slovenec je sredi novembra 1996 v največji sramoti propadel; potem ko je predstavnik Cerkve Janez Gril pripeljal za glavnega urednika ... novinarja Mladine Miho Štamcarja). Zdaj se govori, naj bi jeseni iz Magovega uredništva izšel novi dnevnik.
Novi nadškof edina svetla točka
Edina svetla točka je bilo imenovanje dr. Franca Rodeta za novega nadškofa in metropolita. Rode je bil že dolgo znan po svoji jasni in odločni besedi. Prav s to je naravnost šokiral komuniste, saj je njegova govorica skoraj povsem drugačna od govorice dosedanjega nadškofa dr. Alojzija Šuštarja.
Po prvih presenečenjih se je proti Rodetu vsul plaz kritik, vendar so bile vse zelo kratkega daha, saj proti Rodetovi jasni in odločni besedi niso mogli najti nobenih protiargumentov.
Mnogokrat sem že zapisal, da je naredila Cerkev veliko napako, da ni takoj po začetku propadanja komunističnega režima postorila nekaj simboličnih dejanj. Tu mislim na prekop posmrtnih ostankov škofa Gregorija Rožmana iz Amerike v Slovenijo med druge škofe na ljubljanskih Žalah. Ker pa ni pokazala te svoje jasne in odločne volje po popravi krivic, jo je to kasneje zelo teplo, saj smo zadnja leta priča nenehni in brutalni kampanji proti Cerkvi.
Le upamo lahko, da se novi nadškof ne bo prehitro uklonil pritiskom, saj je trenutno za dediče komunizma prav on glavni nasprotnik.
Rodetov nastop je torej edina svetla točka, ki nam ostaja. Po vstopu SLS v Drnovškovo vladno koalicijo smo priča pravemu opustošenju na slovenskem političnem prizorišču. Demoralizacija je tako huda, da je celo prisotnost Janeza Janše postala neučinkovita, kar ne pomnimo vsaj že deset let. S Podobnikovo gesto je
moč in zmagoslavje postko-munistov tako popolno, da je delo v opoziciji tako rekoč blokirano.
Zaključne misli
Toda! Brata Podobnik se naj le zavedata, kaj ju čaka. Zelo nazorno lahko opazujeta usodo Lojzeta Peterleta in se vprašata, kdo je bil Lojze Peterle leta 1990 in kdo je Lojze Peterle leta 1997. Leta 1990 je bil zaradi upanja mnogih zapostavljenih in sramočenih karizma, danes pa je zaradi za-pravljenosti takih pomembnih priložnosti, kot sta bila SKD in dnevnik Slovenec, politični mrtvec.
Marjan Podobnik se zdaj tolaži, da zaradi vstopa SLS v Drnovškovo vlado priljubljenost stranke ni padla (pri na' domestnih volitvah za župana Logatca in Trebnjega sta zmagala kandidata SLS), toda to so že pirove zmage. Tudi SKD jih je dolgo žela. Prav gotovo bo usoda SLS hujša, kot je zdaj usoda SKD, saj tudi počne hujše stvari.

How Can Justice be Upheld?
The Slovenian Association of Former Owners of Expropriated Property hereby demands that:
— The new era capitalists who came into the unlawful possession of the nationalized capital which was not fully restored to its rightful owners shall not be allowed to use this capital in their business transactions.
— State owned enterprises which during the process of establishment of ownership received approvals on the basis of the wrongful amendment and in this way accomplished a restructuring of ownership must be put on notice that their establishment of ownership was unlawful and that they shall be responsible for any and all attendant consequences. Establishment of ownership in such cases is null and void.
— The shares of enterprises which established their ownership in such way can be declared invalid.
— The dilatory conduct of the Agency is causing extensive and increasingly growing damage to the state. It must be corrected immediately.
— In specific instances it is clear that we are confronted with more than just a systematic disregard of the law within the Agency. Its arbitrary procedures indicate that investigation of possible criminal misconduct be conducted of certain Agency personnel. Sanctions
Unless the Agency immediately revokes its unlawful announcements of ownership, the Slovenian Association of Former Owners of Expropriated Property will publish in the world financial press, such as THE WALL STREET JOURNAL and THE FINANCIAL TIMES, for the protection of third parties, the list of enterprises whose ownership was established unlawfully and which are using capital that does not belong to them.

Robert A. Novak
Dne 15. maja je za rakom v Cleveland Clinicu umrl 68 let stari Robert A. Novak, ki je od rojstva do smrti živel v naselbini St. Clair, sin že pok. Anthonyja in Rose (r. Vidmar) Novak, brat Evelyn Strnad, služil v clevelandskem mestnem svetu od 1973 do 1977, član ADZ, KSKJ, Katoliških vojnih veteranov in več drugih organizacij, prostovoljni delavec pri Slovenskem domu za ostarele, v katerem je tudi sam stanoval v času pred smrtjo. Pogreb je bil 19. maja v oskrbi Zak zavoda s sv. mašo v cerkvi sv. Vida in pokopom na Vernih duš pokopališču. Družina priporoča darove v pokojnikov spomin Slovenskemu domu za ostarele, 18621 Neff Rd., Cleveland, OH 44119.
Margaret Kessler
Dne 19. maja je umrla 85 let stara Margaret Kessler, rojena Bizil v Clevelandu, vdova po Martinu, mati Ronalda, 1-krat stara mati, sestra Frances Shay, Rose Svekric, Josepha ter že pok. Franka, Augusta in Williama. Pogreb bo danes v oskrbi Želetovega zavoda s sv. mašo v cerkvi sv. Kristine in pokopom na Vernih duš pokopališču.
Ann Koshak
Dne 15. maja je umrla 87 let stara Ann Koshak, žena Franka, sestra Sophie Koplan ter že pok. Mary Komorowski, Frances Marold in Rose Lah, članica Maccabees. Pogreb je bil 17. maja s sv. mašo v cerkvi sv. Marije Magdalene in pokopom na Vernih duš pokopališču.
Misijonska srečanja in pomenki
1183. Nadškof dr. Franc Rode blagoslavlja delo MZA
Takoj ob sporočilu iz Ljubljane o imenovanju novega nadškofa, sem v imenu celotne MZA poslal na njegov rimski naslov naše iskrene čestitke in obljubo molitve ter naše dobre želje. Bilo je to 5. marca. 6. aprila je bil v ljubljanski stolnici sv. Nikolaja ustoličen in male kasneje so ga na seji Slovenske škofovske konference izvolili tudi za ljubljanskega metropolita.
Njegovo pismo od 6. maja sem dobil iz Ljubljane, in vem, da mi bo oprostil, če ga delim z Vami vsemi v MZA dolgoletnem apostolatu. Posebej, ker je v njem uradno sam od sebe priznal naš doprinos k slovenski misijonski zgodovini in pokazal, da ve in ceni naš doprinos. Mnoga leta smo čisto ignorirani v Sloveniji in celo večina misijonskih garačev se največkrat sploh ne omeni v poročilih za domovino, kot v Misijonskih Obzorjih, Salezijanskem vestniku ali drugih javnih občilih doma za vse. Kljub temu, da ta pomoč vsem sega v leto 1952, po mojem prihodu iz Kitajske v Združene države in Kanado. Koliko jih je obiskalo naš kontinent po letu 1990, celo bilo na MZA sestankih, a doma nikdar niso tega omenili. Takole piše nadškof Rode:

Prejel sem Vaše pismo z dne 5. marca, torej ste ga pisali prav na dan, ko sem bil imenovan za ljubljanskega nadškofa. Prav iz srca se Vam zahvaljujem. Hvala tudi za čestitke, ki ste mi jih ob tej priložnosti poslali.
Kot pravite sami, služba nadškofa ni ravno lahka. Vendar upam, da jo bom z božjo pomočjo vendarle opravil tako, kot od mene zahteva

Spominjam se Vas, ko sva se srečala 1995 v Rimu, zadnjič ob kanonizaciji bi. Gabriela Perboyreja. Spominjam se tudi, da sva si dopisovala, ko sem bil študent v Parizu in da sem Vam včasih celo poslal kakšne znamke.
Ob tej priložnosti bi se Vam rad iz srca zahvalil za vse, kar ste v dolgih desetletjih naredili za slovenske misijonarje, predvsem z zbiranjem znamk in pomoči v Misijonski Znam-karski Akciji, ko ste sodelovali tudi z našim sobratom gospodom Ladislavom Lenčkom in drugimi našimi misijonarji pri Katoliških Misijonih. Vsekakor je to delo zelo pomembno za' Cerkev in predvsem za naše misijonarje, ki potrebujejo veliko duhovne pobude in materialnih sredstev, da lahko pomagajo ubogim v Tretjem svetu.
Najlepša hvala, gospod Wolbang, še enkrat za Vaše čestitke in želim Vam in vsem sodelavcem in dobrotnikom MZA vse dobro. Zelo se Vam vsem priporočam v molitev in Vas iz srca pozdravljam

Naše MZA sodelovanje s Slovenijo se bo nadaljevalo kot pod odhajajočim nadškofom dr. Alojzijem Šuštarjem, kateremu se za večletno ljubezen in naklonjenost iskreno zahvaljujemo.
Predsednica Mimi Martinčič
od MZA Maidstone-Detroit je razposlala 150 vabil Slovencem in Hrvatom in povabila vse na letno prireditev v Slovenski dom, 1367 Drouillard Rd., Windsor, Ontario, za nedeljo, 20. aprila 1997. Srečanje je bilo letos že petindvajseto, odkar pomagajo našim misijonarjem in pionirkam na terenu.
Od 12.30 do 3. popoldne je bilo na razpolago domače kosilo. Gospe Micka Grebenc in Ani Ročnik sta sprejemali darove za naše misijonarje, za bogoslovce v Sloveniji in za Sentvidsko gimnazijo, po želji darovalcev. Kdor ne bi mogel priti je bil naprošen, da pošlje ček, izstavljen na CMA-MZA do 10. maja.
Vreme je bilo lepo. 5 jih je prišlo iz Detroita, 14 je bilo Hrvatov in 28 Slovencev. Seveda z več misijonske ljubezni bi bila tudi udeležba rojakov lahko večja.
V čekih je poslala $1900: $1553 kanadskih in $347 ZD dolarjev.
Celotnemu odseku gre vse priznanje za dolgoletno pio-nirjenje med rojaki. Gospe Mimi Martinčič in Ferdotu ter ožjim sodelujočim najiskrenejše priznanje. Vsak, kdor vztraja in pomaga, je velik v božjih očeh. Ko bomo svoje življenje tu končavali, bo vsakemu to silno jasno.
Ko sem pred 6 tedni moral na
zdravljenje, sem porabil pet dni za urejanje tekočih zadev. Ob odhodu je bilo ogromno stvari kot sem želel. Končno sem bil prepričan, da je bila vsa moja resna skrb kar malo odveč, ker sem se slabo počutil in če bi se več ne vrnil v svojo sobo, bi večnost ne bila nič prikrajšana.
Spoznanje je bilo jasno, Ko gre za biti ali ne biti, ni nič več važno, samo, kar si dobrega z božjo pomočjo storil gre preko groba. Vse materialistične sanje o imeti več, uživati, potovati in podobno se spremeni v prah, kot smo bili opozorjeni na pepelnično sredo.
Blagor nam, če smo bili božji in izpolnjevali največjo zapoved, zaradi katere je Kristus svet odrešil. Ljubi svojega Boga in svojega bližnjega kakor samega sebe. Molimo vsak dan, da bi nato ne pozabili in da bi še imeli malo časa, pregledati preteklost pred srečanjem s Stvarnikom, ki nas bo sodil samo po dobrih delih.
Koliko je poklicanih naglo brez sekund priprave. Vprašajte to resnega Vašega duhovnika, ki edini to stran življenja za svoje farane in znance najboljše pozna, od rojstva do groba. Velik pogreb tega ne pove. Kar daruješ gre s teboj v večnost, kar zase hraniš pa samo še s teboj v grob.
Papež Janez Pavel II. je
praznoval 18. maja 77-letni-co življenja. Molimo zanj!
Jezuit Lojze Podgrajšek se vsem lepo zahvaljuje za več poslanih mu nabirk. Nekaj imamo zanj še zadnje čase in bo kmalu dobil. On je v Zambiji.

VSEM PRIJATELJEM IN SODELAVCEM MISIJONSKE ZNAMKARSKE AKCIJE IN MISIJONARJEM TER MISIJONARKAM PO SVETU:
Pred 5 tedni je moral na zdravljenje in okrevanje naš dolgoletni duhovni vodja MZA-CMA, č.g. Karel Wolbang.
Kakor se vsi v življenju često izrabljamo za svoje družine ob mnogih skrbeh in težavah, tako se je tudi on sam vse svoje bogato duhovniško življenje nesebično žrtvoval za mnoge duše, ki so mu bile izročene v duhovno vodstvo. Mimo vsega tega pa se je še posebno razdajal vsa ta leta za pomoč našim slovenskim misijonar jem po svetu in po njih najbolj potrebnim in ubogih v misijonih-Kot vsi dobro vemo, nobeden ni iz železa... Zdravje se je pri čelo rahljati, čeprav se le malo zdaj izboljšuje, hvala Bogu! Dapa bo zmogel spet priti do potrebnega apetita in potrebnega nočnega počitka je še dolga pot.
