Lenart Šetinc, Narodna in univerzitetna knjižnica, Ljubljana UDK 027.5(497.12X094.5) P o v z e te k Status nacionalne knjižnice je v mnogočem pokazatelj položaja knjižničarstva in znanstvenega inform iranja nasploh v državi ter s tem njenih razvojnih perspektiv. Pogled na status nacionalk v nekaterih evropskih državah dokazuje gornjo tezo! Dosedanja ureditev statusa (ustanoviteljskih odnosov) NUK je nezadostna. V skladu z zakonom o javnih zavodih bo m orala Republika Slovenija kot ustanovi­ teljica z ustreznim aktom definirati naloge, financiranje, prem oženje in u pravl­ janje NUK. Ali bo to zakon ali sklep vlade, je odvisno od sistem ske ureditve javnih zavodov vsedržavnega pom ena. V statusna vprašanja NUK bo posegel tudi novi zakon o organizaciji in financiranju na področju kulture, vpliv na njihovo ureditev pa bo seveda imel tudi novi zakon o knjižničarstvu, ki bo opredelil okvir knjižničnega inform acijskega sistema v Sloveniji. Pri definiciji funkcij NUK kot nacionalne in glavne m atične knjižnice se zakon ne bi smel oddaljiti od mnenj stroke in UNESCO-vih priporočil, nekaterih pom em bnih tujih zgledov in zgodo­ vinsko potrjene vloge NUK. Tako kot še v nekaterih manjših državah pa je v NUK združena tudi vloga glavne univerzitetne knjižnice U niverze v Ljubljani. UDC 027.5(497.12X094.5) S u m m a r y The Status of the N ational library in m any w ays indicates the status of librarian- ship and scientific inform ation in the country and hence its developm ent perspec­ tives. Status of N ational libraries in som e E uropean countries support this thesis. So far the legal status of the N ational and U niversity Library (NUL) has not been defined satisfactorily. The Republic of Slovenia as the founder will have to define its tasks, financing, property and m anagem ent. W hether this will be done by an Act or a governm ent decree depends upon system ic regulation of public institutes of national im portance. The new Acts - on organization and financing in culture and on librarianship will influence the status of the NUL too. The Act w hich will regulate librarianship is going to provide legal fram ew ork of the library inform a­ tion system in Slovenia. In defining the functions of the NUL as a national library the Act should follow the recom m endations of the UNESCO and consider profes­ sional achievem ents of the NUL itself.
