APRIL 2004 9 APRIL 2004 št./No 97 9 IZOBRAŽEVANJE EDUCATION št./No 5 ZAVODI ZA USPOSABLJANJE, IZOBRAŽEVANJE, DELO IN VARSTVO OTROK IN MLADOSTNIKOV S POSEBNIMI POTREBAMI, SLOVENIJA, 2002 INSTITUTIONS FOR TRAINING, EDUCATION, WORK AND SOCIAL WELFARE FOR CHILDREN AND YOUTH WITH SPECIAL NEEDS, SLOVENIA, 2002 V letu 2002 je bilo v Sloveniji 8 zavodov za usposabljanje, delo in varstvo otrok in mladostnikov s težjimi in najtežjimi motnjami v duševnem razvoju, 19 zavodov za usposabljanje otrok in mladostnikov z lažjimi, zmernimi in težjimi motnjami v telesnem in duševnem razvoju in 11 zavodov za vedenjsko in osebnostno motene otroke in mladostnike. V prvih je bivalo 802 otrok in mladostnikov, zanje je skrbelo 823 zaposlenih, v drugih je bilo 1 147 otrok in mladostnikov in 468 zaposlenih, v tretjih pa je bilo 453 otrok in mladostnikov, za katere je skrbelo 391 zaposlenih. In 2002 there were 8 institutions for training, work and social wel- fare of moderately and seriously mentally handicapped children and youth, 19 institutions for training slightly, moderately or seri- ously physically and mentally handicapped children and youth and 11 institutions for behaviourally and personally disturbed children and youth. In the first group there were 802 children and youth and 823 employees were taking care of them. In the second group there were 1,147 children and youth and 468 employees were tak- ing care of them. In the third group there were 453 children and youth and 391 employees were taking care of them. RS, št. 54/2000) otroci z motnjami v duševnem razvoju, slepi in slabovidni otroci, gluhi in naglušni otroci, otroci z govorno-jezikovnimi motnjami, gibalno ovirani otroci, dolgotrajno bolni otroci, otroci s primanjkljaji na posameznih področjih učenja ter otroci z motnjami vedenja in osebnosti, ki potrebujejo prilagojeno izvajanje programov vzgoje in izobraževanja z dodatno strokovno pomočjo ali prilagojene programe vzgoje in izobraževanja oziroma posebne programe vzgoje in izobraževanja. Stopnje usposabljanja otrok in mladostnikov v oddelkih za vzgojo in izobraževanje (DU) v okviru zavoda ali osnovne šole: Na prvi stopnji je poudarek na razvijanju samostojnosti, govornih sposobnosti in osnov socialnega vedenja in ročnih spretnosti (z zaznavanjem, gibanjem in igro). Na drugi stopnji je poudarek na oblikovaju otrokove samostojnosti, poučenosti o okolju, sporazumevanju, govornem razvoju, razvijanju ročnih spretnosti, pridobivanju delovnih navad. Vzgoja in izobraževanje na tretji stopnji sta usmerjeni k orientaciji in stikom z okoljem, k oblikovanju delovnih navad, osvajanju tehnik, k navajanju za proizvodno delo v posebnih okoliščinah in k socialni povezanosti z okoljem. Sledili so jim otroci in mladostniki z motnajmi sluha (28,6 %), z ovirami pri gibanju (21,1 %) ter slepi in slabovidni otroci in mladostniki (4,0 %). Čas njihovega bivanja v omenjenih zavodih je različen, večina pa v njih ostane več kot 24 mesecev. Otroci in mladostniki so bili sprejeti v dom večinoma po odločbi centra za socialno delo (84,8 %). Sestava otrok in mladostnikov v teh ustanovah glede na šolsko izobrazbo njihovih staršev je bila v letu 2002 taka: 17,9 % otrok in mladostnikov je imelo starše z nepopolno osnovno šolo, 23,9 % je bilo otrok in mladostnikov staršev s srednjo poklicno izobrazbo, 13,7 % otrok in mladostnikov staršev s srednjo strokovno ali splošno izobrazbo in 3,3 % otrok in mladostnikov staršev z višjo oziroma visoko izobrazbo. As regards school education of parents of children and youth in such institutions in 2002, 17.9% did not complete elementary school, 23.9% had complete elementary school, 27.4% had complete upper secondary vocational education, 13.7% had complete upper secondary technical or general education and 3.3% had complete higher or university education. Deleži otrok in mladostnikov v teh zavodih glede na sestavo družine, iz katere prihajajo, so se v letu 2002 gibali takole: največ otrok in mladostnikov, 42,2 %, je živelo z obema staršema, 36,4 % jih je živelo samo z materjo, 10,2 % samo z očetom, 6,2 % v rejništvu, 5,1 % teh otrok in mladostnikov pa je bilo brez staršev.
