RESTRICTIONS OF CONSUMPTION OF ELECTRICITY
WHEREAS owing to the acute shortage of electric energy it is necessary to restrict its consumption within the Free Territory of Trieste administered by the British-United States Forces (hereinafter referred to as the „Zone“),
NOW, THEREFORE, I, RIDGELY GAITHER, Brigadier General, U. S. Army, Director General, Civil Affairs,
ORDER:
ARTICLE I
GENERAL RESTRICTIONS
It is forbidden to use electric energy for the following purpose :
(a)	Steam Production by electric boilers.
(b)	Industrial Heat Production (if other means are available).
(c)	Heating of places of entertainment, Public Houses, Coffee-houses, Restaurants, Hotels, Shops, Statai and Communal Buildings, Public and Private Offices, Workshops and Industrial Plants.
(d)	Advertising illumination and commercial signs.
(e)	Direct or indirect illumination of sliopwindows during daylight hours and when shops are closed.
(f)	Illumination not really indispensable inside and outside of private apartments and all public or private premises, shopwindows, shops, etc.
ARTICLE II
LIMITATIONS OF CONSUMPTION OF ELECTRIC ENERGY FOR INDUSTRIES
All Industrial consumers shall limit their :
(a)	Load in KW to not more than the maximum reached during the semester May-October 1948.
(b ) Monthly total consumption of KWH to 50 % of the monthly average consumption of KWH during the semester May-October 1948, excluding seasonal loads and provisional ones. Exempted from these restrictions are the Public Services, including Radio Stations, Flour Mills and Bakers, who must reduce their consumption of electric energy to a minimum.
LIMITATIONS OF CONSUMPTION OF ELECTRIC ENERGY FOR OTHER CONSUMERS
Section 1. — The following consumers shall limit their total monthly consumption of electric energy to percentages of the December 1948 consumption as follows :
(a)	Traction ' consumers (tramways and trolleybusses)...................... 85%
(b) Streetlighting ........................................................ 70%
(c) All other consumers ................................................... 50%
Section 2. — Public Services not specified in this Order are excluded from these limitations.
ARTICLE IV
SUSPENSION OF ELECTRIC ENERGY
Section 1. — The Zone will be divided into two districts and the supply of electric energy will be cut off from each district for three days per week during the hours 0800 to 1800 inclusive. Publication of the boundaries of each district and the days of the week on which the supply of electric energy will be cut off will be made through the newspapers and over the Radio, on the Orders of the Department of Public Services.
Section 2. — Consumers whose supply of electric energy is not or cannot be cut off during the specified periods are forbidden to use electric energy during the periods of suspension within their district.
ARTICLE V
WEEKLY CONSUMPTION
The weekly consumption of electric energy-is to be in proportion to the monthly consumption, except for special technical necessities.
The distributing companies are authorized to check the consumption figures weekly.
ARTICLE VI
APPLICATIONS FOR EXEMPTIONS
Applications for exemption or transfer of energy between consumers will be presented to the Department of Public Services, Allied Military Government.
ARTICLE VII
PENALTIES
Section 1. — Any person violating the provisions of the Order shall be liable on the Order of the Chief, Department of Public Services, Allied Military Government, to immediate disconnection of the electric energy supply to his premises or establishment for a period of one week, for the first offence, and to two weeks for the second and each subsequent offence.
Section 2. — A.O.E.G.A.T., SVEM and SELVE G have the right to check consumptions and to report any transgressor for action in terms of Section 1 of this Article.
ARTICLE VIII
CANCELLATION OF PREVIOUS ORDERS
All prior Orders including Order No. 25 dated 10 February 194.9, and Instructions issued by Allied Military Government restricting the use of electric energy are superseded by the present Order.
ARTICLE IX
EFFECTIVE DATE
This Order shall become effective on the date it is signed by me.

AMENDMENT TO ORDER No. 395 CONCERNING THE GENERAL REVISION OF DRIVING LICENSES FOR DRIVERS OF MOTOR-VEHICLES
WHEREAS it is considered advisable and necessary to amend Order No. 395, dated 14 December 1948, for the purpose of speeding up the procedure of the said general revision,

ARTICLE I
AMENDMENT TO ORDER No. 395
The provision of Article II, (a), (2), of Order No. 395, dated 14 December 1948, is hereby substituted by the following :
„(2) medical certificate issued, within the period of three months prior to the date of application, by the „Ispettore Sanitario delle Ferrovie dello Stato“ or by the „uf-
fidale sanitario“ of the Commune of residence, or by Medical Officers belonging to the Territorial Medical Commission constituted by Order No. 287 dated 22 December 1946, or to the „Ufficio Sussidi e Pensioni Militari“. *
The said certificates shall be compiled in accordance with Article 91 of the Consolidated Text of the provisions for the protection of roads and for traffic.“
ARTICLE II EFFECTIVE DATE

CHANGE OF NAME OF THE SEISMIC STATION OF TRIESTE
WHEREAS in consequence of the re-organization of the geophysical services it is considered desirable that the Seismic Station of Trieste assume a name or title corresponding to its functions in that part of the Free Territory of Trieste administered by the British-United States Forces,

ARTICLE I
The Seismic Station of Trieste shall assume the name or title of „Geophysical Observatory“.

EXTRAORDINARY CONTRIBUTION TO SUPPLEMENTARY SOCIAL INSURANCE FUND „FONDO DI INTEGRAZIONE PER LE ASSICURAZIONI SOCIALI“
WHEREAS it is deemed advisable and necessary to determine the amount of the extraordinary contribution „una tantum“ of the Allied Military Government in favour of the Supplementary Social Insurance Fund „Fondo di integrazione per l’assicurazione sociale“ provided by Article VI, Section 1 of Order No. 362 dated 3 November 1948, in that Zone of the Free Territory of Trieste administered by the British-United States Forces,

ARTICLE I
The extraordinary contribution „una tantum“ of the Allied Military Government in favour of the Supplementary Social Insurance Fund, provided by Article VI, Section 1, of Order No. 362 dated 3 November 1948 to cover the financial requirements resulting from the enactment of the above quoted Order, is fixed in the limit of 100 million lire.
ARTICLE II
This Order shall come into effect on the date of its publication in the Official Gazette.

GRANTING OF A SPECIAL ALLOWANCE TO UNEMPLOYED WORKERS DURING
CHRISTMAS HOLIDAYS
WHEREAS it is deemed advviable and necessary to grant a special Christmas allowance to unemployed workers receiving the ordinary or the extraordinary unemployment indemnity in that Zone of the Free Territory of Trieste administered by the British-United States Forces,
NOW, THEREFORE, I, RIDGELY GAITHER, Brigadier General, U. S. Army, Hi rector General, Civil Affairs,
ORDER:
ARTICLE I
The workers insured under the compulsory social insurance regulations against involuntary unemployment, who have benefited by one or more days of unemployment indemnity
during the period between the 18 and 24 December 1948 inclusive are entitled, in addition to the indemnity due for the above period, to a special allowance which amount shall be equal to six days of indemnity and of the supplemental allowance referred to in Order No. 39 dated 21 October 1947 with the eventual increases for family dependents (children), excluding the caro-pane indemnity.
ARTICLE II
The unemployed workers, who during the period between the 18 and 24 December 1948 benefited by one or more days of the extraordinary unemployment indemnity, in force of Order No. 392 dated 31 May 1947, are entitled, in addition to the indemnity, to a special allowance equal to six days of the above quoted indemnity, in the limit established with Order No. 39, dated 21 October 1947, with the eventual increases for family dependents (children), excluding the caro-pane indemnity.	•
ARTICLE III
The onus deriving from the granting of the special allowance to the workers referred to in the previous Articles I and II is charged respectively to the Management (Gestione) for the compulsory social insurance regulations against the involuntary unemployment and to 1 he Management (Gestione) for the supplemental allowance and the extraordinary unemployment indemnities.
ARTICLE IV
This Order shall come into effect on the date of its publication in the Official Gazette.

CREATION OF A FIVE YEAR DEGREE COURSE IN CHEMISTRY AT THE UNIVERSITY
OF TRIESTE
WHEREAS it is deemed advisable to create a degree course in chemistry within the Faculty of Mathematics, Physics and Natural Sciences at the University of Trieste and to absorb the two years preliminary course of chemistry at present functioning at the University of Trieste,

ARTICLE I
Section 1. — A degree course lasting five years is hereby created in chemistry within the Faculty of Mathematics, Physics and Natural Sciences at the University of Trieste.
Section 2. — The two years course of duties preliminary to the degree course in chemistry created by Order No. 283 of 20 December 1946 is hereby absorbed into the degree course in chemistry created in Section 1 hereof.
ARTICLE II
This provision will become effective as from the academic year 1948/49.
ARTICLE III
This Order shall come into force on the date it is signed by me.

WHEREAS by Administrative Order No. 52 dated 10 August 1946, Dr. Glauco MODUGNO was temporarily charged into the functions of a magistrate and was assigned as a Judge at the Tribunal of Trieste,
WHEREAS Dr. Glauco MODUGNO has been appointed Notary with effect from 2 March 1949 and has asked to be relieved from his functions as a temporary judge,

ARTICOLO II
Gli stipendi di cui alla precedente tabella (dipendenti da negozio di pasticceria eco.) sono iniziali.
Ai dipendenti in parola con qualifica impiegatizia sarà riconosciuta l’anzianità aziendale già acquisita all’entrata in vigore del presente lodo e quella da maturarsi successivamente, con degli scatti del 6% calcolati sempre sullo stipendio tabellare ; tali scatti si maturano rispettivamente all’ inizio del IV, VII, XI, XIII e XV anno di servizio.
ARTICOLO III
Con la stessa decorrenza degli stipendi e dei salari i suddetti dipendenti avranno diritto all’ indennità di contingenza, nella misura e con le successive variazioni ih vigore nel settore dell’ industria.
ARTICOLO IV
L’orario di lavoro è di otto ore giornaliere e 48 settimanali. Il lavoro straordinario sarà compensato
nelle prime due ore col 25% di magg. sullo stip. o sai. baše
nelle successive tre ore col 50% di magg. sullo stip. o sai. base
nelle ulteriori col 75% di magg. sullo stip. o sai. base
Il lavoro festivo sarà compensato con la maggiorazione del 50%.
Per calcolare il compenso per il lavoro straordinario, la quota oraria sarà data dalla suddivisione per 200 dello stipendio mensile e per 48 del salario settimanale.
ARTICOLO V
In corrispondenza con la festa di Natale sarà corrisposta a tutti i lavoratori la gratifica natalizia.
Essa ammonterà a una mensilità (comprensiva dell’ indennità di contingenza) per il personale con qualifica impiegatizia e a 200 ore di retribuzione (pure comprensive dell’ indennità di contingenza) per il rimanente personale.
Nel caso di inizio o di cessazione del rappòrto di lavoro nel corso dell’anno, saranno corrisposti tanti dodicesimi della gratifica quanti saranno i mesi di servizio, intendendosi per mesi interi le frazioni superiori ai quindici giorni.
ARTICOLO VI
Il presente lodo decorre dal 1 gennaio 1949 e avrà la durata dei contratti per i dipendenti da laboratori di pasticcerie e per i dipendenti da pasticcerie e confetterie e reparti di pasticcerie e confetterie annesse ad esercizi pubblici, stipulati rispettivamente il 15 ottobre 1947 ed il 30 novembre 1948.
All’atto della sostituzione di tali contratti con altri o nel caso di modificazione degli articoli contenuti negli stessi e connessi con la materia del lodo, questo sarà sostituito da altro
emesso ai sensi dell’ Ordine No. 63 e avente la stessa decorrenza dei nuovi contratti o delle

modificazioni cui sopra si accenna.

Article LIV of Order No. 33 — Reconstitution of Communal Administration by Election
— published in Gazette No. 5 dated 2.1 February 1949, is amended to read as follows :
„The Mayor who fails to comply with the duty provided for by Section 3 (e), Article XIV, shall be liable to punishment by imprisonment („reclusione“) from 6 months up to 1 year. Whenever the non-compliance is not malicious, the punishment shall be reduced to a half.“
