ALLIED MILITARY GOVERNMENT British - United States Zone-Free Territory of Trieste Order No. 99 ADDITIONS AND AMENDMENTS TO THE TEMPORARY RULES FOR THE FIRST APPLICATION OF THE NEW CUSTOMS TARIFF WHEREAS it is deemed advisable to introduce certain amendments and additions to the temporary rules for the first application of the new Customs Tariff, in that part of the Free Territory of Trieste administered by the British- United States Forces, NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander, ORDER: ARTICLE I The Table referred to in Article III letter b) of Order No. 183, dated 21 September 1950, as subsequently completed and amended, is hereby altered in accordance with the additions and amendments embodied in the Table appended to this Order. ARTICLE II The reduction provided for by Article 1 of Order No. 2, dated 2 January 1952, shall no longer apply to propyl alcohol (Customs tariff item ex 363 a-l-beta). ARTICLE III As from 15 July 1954, the following Customs duties shall cease to be effective : a) the duties established by the temporary rules for the first application of the new Customs tariff in respect of nitrocellulose imbued with alcohol (item ex 379), common pasteboard of steam-burned mechanical paste (imitation leather) or any other kind of pasteboard (item 570-b-2-alpha-beta), the corresponding duties agreed upon by the Torquay Protocol becoming applicable thereto, as well as the duty established as above in respect of polyethylene (polymeric ethylene derivative) without plasticizer, in blocks or powder (item ex 505-a), the corresponding duty agreed upon by the Annecy Protocol, at the rate at present applied, being reinstated ; b) the duties established by the same temporary rules in respect of fuses, fulminating caps and detonators (tariff item 458) and artificial rubber or „factis“ (item 509-c), the duties established for the same goods by the general tariff remaining applicable ; c) the duties agreed upon by the Annecy Protocol and still in force in terms of Articles I and IV of Order No. 2, dated 2 January 1952, in respect of impregnated poles of coniferous trees common wood, squared by axe or hatchet or planished by axe, hatchet or plane (item ex 528-a-l-alpha) and in respect of crockery, household or toilet objects and utensils, of porcelain, white (item 826-a) as well as the ,,ad valorem“ duty agreed upon as above and still in force in respect of crockery, household or toilet objects or utensils, of porcelain, others (item 826-b), the ,,ad valorem“ Customs duties agreed upon by the Torquay Protocol and, so far as item 826-b is concerned, the specifio maximum duty agreed upon by the same Protocol becoming applicable thereto. This Order shall become effective on the date of its publication in the Official Gazette and, pursuant to administrative instructions already issued, shall be operative as from 15 July 1954. The annual basic wages to be taken as a basis for payment of the annuities for permanent disablement and of the annuities to survivors shall be considered to be equal to three hundred times the afore mentioned average wages. There shall be no amendment to the provisions of the third paragraph of the above mentioned art. 39. Section 2. — Said wages shall be regarded as inclusive of meals that may be given to the workers by their respective employers.
