Knjižnica 44(2000)3 Original scientific article UDC 02 : 340.13(497.12)" 1961" UDC 027.022 : 340.13(497.12)"1961" Abstract Until the first Slovene Law on Libraries was passed, public libraries were, in general, parts of societies or committees of political organisations. These circumstances made it virtually impossible to engender a unified plan for the development of Slovenia's libraries. Although the first draft of a law which would bind the administrative agen- cies to provide libraries inside their districts with financial support, was drafted al- ready in 1951, the revised law was passed as late as 1961. The adoption of the law was delayed, causing a prolonged crisis in the status and funding of libraries, despite the clearly defined solutions to the problem put forward by the librarians in the draft law. Due to the delays in the legal settlement of a number of open issues, the Society of Librarians of Slovenia used the proposed, modern regulations as guidelines in the de- velopment of Slovenia's larger libraries, without waiting for the new law to be adopted. Key words: librarianship, librarians, Slovenia, public libraries, library law, 1961 1 Neenotnost knjižnične mreže do sredine 20. stoletja Javne knjižnice so bile vse do pred slabega pol stoletja pastorke kulturnega razvoja, z majhnim posluhom državnih oblasti za njihov razvoj. Njihovi začetni koraki so bili del širšega kulturnega delovanja, združenega v društvih, ki so se delila na idejnih osnovah, enotnega načrtovanja širitve mreže knjižnic in sistematičnega nabiranja knjižnega fonda pa v hudi idejni razcepljenosti ni moglo biti. Majhna podeželska knjižnica je bila le del lokalnega društva, ki so ji društveni zanesenjaki, odvisno od svoje usmerjenosti, posvečali večjo ali manjšo pozornost kot ostalim društvenim sekcijam, lokalni politični veljaki pa so jo obravnavali po sebi lastnih idejnih kriterijih in le-tem podrejali tudi nabavno politiko društvenih knjižnic. Razmahu javnih knjižnic zakonodaja sprva ni posvečala nikakršne pozornosti, tako da so bili društveni delavci prepuščeni lastni iznajdljivosti, željam in volji. Takšna politika se je nadaljevala tudi v prvem desetletju Jugoslavije, čeprav so društva tedaj doživljala višek svoje kulturne dejavnosti, ki pa je bila, žal, vpreže- 32
